WHEREAS, over 7,351 children received instruction through the Safetyville <br />programs on bicycle safety, pedestrian safety, stranger safety, seat belt safety, <br />and other public safety concerns; and <br />WHEREAS, the Council also wants to acknowledge five (5) children from St. <br />Adalbert's School, namely Robyn, Samantha, Elizabeth, and Joseph Wisniewski, and <br />Nathaniel Angel III, who were among 385 members in the "Indiana Saved by the Belt <br />Club" <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, <br />Indiana, as follows: <br />SECTION I. On behalf of all of the citizens of South Bend, Indiana, the Common <br />Council her publicly commends the South Bend Police Department and in particular <br />Sgt. Bill Humphries for receiving the "Protect Little Hoosiers" award for the State <br />of Indiana. <br />SECTION II. The Common Council thanks Sgt. Humphries for a "job well done" and <br />thanks all of his assistants in the Police Department including "Safetypups" and <br />"Sgt. Moose." <br />SECTION III. Kernan, Mayor <br />A public hearing was held on the resolution at this time. Council Member Duda and <br />Council Member Soderberg made the presentation on the bill. Sgt. Humphries and <br />Cindy Hall from the South Bend Police Department were present to accept the <br />resolution. Council Member Duda noted that the Wisniewski children and Nathaniel <br />Angel, III were in attendance also. Each were given a copy of the resolution. <br />Council Member Duda stated that all nine member of the Council along with the Mayor <br />and City Clerk had signed the resolution. It was noted that the children attend <br />St. Adalbert's Grade School in South Bend. The children made posters in regard to <br />"Indiana Saved by the Belt Club ", which were on display in the Mayor's Office. <br />Council Member Zakrzewski made a motion to adopt this resolution, seconded by <br />Council Member Coleman. The resolution was adopted-by a roll call vote of nine <br />ayes. <br />Council Member Coleman made a motion to resolve into the Committee of the Whole, <br />seconded by Council Member Niezgodski. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Committee of the Whole on March 14, 1988, at 7:12 p.m., with nine members present. <br />Chairman Zakrzewski presiding. <br />BILL NO. 2 -88 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED <br />DIRECTLY EAST AND NORTHEAST OF THE JAMISON INN IN THE CITY OF <br />SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Kevin Joyce, Area Plan, gave <br />staff report. He indicated that the petitioners are requesting a zone change from <br />"A" Residential, "A" Height and Area to "C" Commercial, "E" Height and Area for the <br />construction of approximately 30 -35 long -term rental units. He indicated that the <br />bill received a favorable recommendation, subject to a final site plan. Council <br />Member Slavinskas, Chairman of the Zoning & Vacation Committee, indicated that the <br />Committee met on March 14, 1988 at 4:30 p.m. and gave this bill a favorable <br />recommendation. Anthony Zappia, attorney for the petition made the presentation on <br />the bill. He indicated that the petitioner was requesting a zoning change from "A" <br />Residential to "C" Commercial to allow construction of a approximately 30 -35 long <br />term rental units. The total cost of the construction to be 2 million dollars. He <br />indicated,that construction on the site would begin in the very near future. He <br />also indicated that the expansion area is located north and northeast of the <br />existing property. Council Member Voorde made a motion to recommend this bill to <br />the Council favorable, seconded by Council Member Coleman. The motion carried. <br />
