<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Elizabeth Leonard, Director of
<br />Financial and Program Management, made the presentation for the bill. She indicated
<br />this transfer would be used for payment for services provided by the department to
<br />various not - for - profit organizations. She indicated these monies help offset the
<br />amount of CDBG funds needed for administration.
<br />BILL NO. 116 -87 A BILL APPROPRIATING ADDITIONAL FUNDS IN THE AMOUNT OF
<br />$254,421.00 WITHIN THE SEWAGE WORKS OPERATIONS FUND (641),

<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Michael Vance, Controller,
<br />made the presentation for the bill. He indicated these appropriations were
<br />necessary in order to balance the books for 1987. He indicated the appropriation if
<br />Sewage Works power expense and expenses related to Ten -ech; in the Depreciation fund
<br />the expenses were for the repairs at the plant, and other contractuals and motor
<br />equipment; in the stadium fund the monies reflect the balances necessary to handle
<br />the costs associated with the facility; in Solid Waste the expenses are for salaries
<br />and Social Security, and the increase in the land fill costs. Joseph Guentert, 3610
<br />Corby, asked for the total cost of the stadium. Council Member Taylor made a motion
<br />to recommend this bill to the Council favorably, seconded by Council Member
<br />Barcome. The motion carried.

<br />BILL NO. 118 -87 A BILL TRANSFERRING MONIES FROM VARIOUS ACCOUNTS TO VARIOUS
<br />ACCOUNTS WITHIN THE VARIOUS DEPARTMENTS WITHIN THE GENERAL FUND
<br />OF THE CITY OF SOUTH BEND, INDIANA FOR THE YEAR 1987.
<br />This being the time heretofore set for public hearing on the above bills, proponents
<br />and opponents were given an opportunity to be heard. Michael Vance, Controller,
<br />made the presentations for the bills. Council Member Barcome made a motion to
<br />accept the amendments on file with the City Clerk on Bill No. 117 -87, seconded by
<br />Council Member Paszek. The motion carried. Council Member Beck made a motion to
<br />accept the amendments on file with the City Clerk on Bill no. 118 -87, seconded by
<br />Council Member Taylor. The motion carried. Mr. Vance read the increases and
<br />decreases in each department. He indicated State Board has mandated the
<br />reductions. Council Member Beck made a motion to recommend Bill No. 117 to the
<br />Council favorable, as amended, seconded by Council Member Taylor. The motion
<br />carried. Council Member Beck made a motion to recommend Bill No. 118 -87 to the
<br />Council favorably, as amended, seconded by Council Member Zakrzewski. The motion
<br />carried.
<br />BILL NO. 119-87 A BILL APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE
<br />EXPENSES OF THE DESIGNATED ENTERPRISE FUNDS OF THE CITY OF SOUTH
<br />BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1988 AND
<br />ENDING DECEMBER 31, 1988, INCLUDING ALL OUTSTANDING CLAIMS AND
<br />OBLIGATIONS, AND FIXING A TIME WHEN THE SAME SHALL TAKE EFFECT.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Michael Vance, Controller,
<br />made the presentation for the bill. He indicated these budgets were being proposed
<br />on a break -even basis. He indicated the Water Works budget was increase
<br />approximately $184,000; South Bend Clay water and sewage was increase $26,000; Sewer
<br />Repair Fund was reduced $15,000; Solid Waste increase $405,000; and the Waste Water
<br />Treatment budget was increased $1,062,000 and they were projecting there would be a
<br />2 million deficit by the end of 1988. Council Member Beck made a motion to
<br />recommend this bill to the Council favorably, seconded by Council Member Taylor.

<br />WORKS OPERATING DEPRECIATION FUND TO VARIOUS ACCOUNTS WITHIN THE
<br />SOUTH BEND /CLAY WATER WORKS BUDGET.
