A public hearing was held on the resolution at this time. Council Member Beck read <br />the resolution. Council Members Beck, Puzzello and Braboy presented to the <br />resolution to Lillie Grady. Council Member Taylor made a motion to adopt the <br />resolution, seconded by Council Member Zakrzewski. The resolution was adopted by a <br />roll call vote of nine ayes. <br />REPORTS <br />Council Member Voorde indicated the Zoning and Vacation Committee had met and Bill <br />No. 98 -87 received a favorable recommendation, as amended; Bill 109 -87 will be <br />continued until December 7; and Bill No. 115 -87 will be continued indefinitely. <br />Council Member Beck indicated the Personnel and Finance Committee and Utilities <br />Committee had met on Bill No. 119 -87 and it received no recommendation from the <br />committees. <br />Council Member Taylor made a motion to resolve into the Committee of the Whole, <br />seconded by Council Member Barcome. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Committee of the Whole on November 23, 1987, at 7:10 p.m., with nine members <br />present. Chairman Puzzello presiding. <br />BILL NO. 98 -87 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED THREE <br />HUNDRED FEET SOUTH OF THE INTERSECTION OF IRONWOOD ROAD AND <br />FARNSWORTH DRIVE, SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Kevin Joyce, from Area Plan, <br />gave the staff report, which was favorable. Council Member Voorde made a motion to <br />accept the substitute bill on file with the City Clerk, seconded by Council Member <br />Zakrzewski. The motion carried. Council Member Barcome made the presentation for <br />the bill. He indicated he sponsored this bill in order to speed it through so the <br />contractor can start building more duplexes. He indicated they were going to <br />construct 34 more units. Council Member Taylor made a motion to recommend this bill <br />to the Council favorably, seconded by Council Member Serge. The motion carried. <br />BILL NO. 109 -87 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: A <br />PERPENDICULAR ALLEY RUNNING NORTH AND SOUTH PARALLEL TO FOREST <br />AVENUE BEHIND LOTS 37 AND 38 PLAT OF CHAPIN PLACE BY EDWARD P. <br />CHAPIN. <br />Council Member Voorde made a motion to accept the substitute bill on file with the <br />City Clerk, seconded by Council Member Zakrzewski. The motion carried. Council <br />Member Zakrzewski made a motion to continue this bill indefinitely, seconded by <br />Council Member Taylor. The motion carried. <br />BILL NO. 115 -87 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: DINAN COURT, <br />RUNNING EAST AND WEST FROM MICHIGAN STREET EXCEPTING THERE FROM <br />THE INTERSECTION 14' NORTH -SOUTH ALLEY. ALSO, THE FIRST <br />EAST -WEST ALLEY NORTH OF NAVARRE STREET FROM ST. JOSEPH STREET <br />WEST APPROXIMATELY 170 FEET TO THE FIRST NORTH -SOUTH ALLEY WEST <br />OF ST. JOSEPH STREET. <br />Council Member Beck made a motion to accept the substitute bill on file with the <br />City Clerk, seconded by Council Member Zakrzewski. The motion carried. Council <br />Member Beck made a motion to continue public hearing and second reading on this bill <br />until December 7, seconded by Council Member Taylor. The motion carried. <br />BILL NO. 111 -87 A BILL APPROPRIATING FUNDS IN THE AMOUNT OF $57,560.00 FROM FUND <br />#288 EMERGENCY MEDICAL SERVICES CAPITAL IMPROVEMENT FUNDS. <br />This being the time heretofore set for public <br />and opponents were given an opportunity to be <br />presentation for the bill. He indicated this <br />to purchase two new cars, radio equipment, an <br />by the department. Fire Chief Taylor made the <br />presentation for the bill. He indicated this appropriation would be used to make <br />the lease purchase payments due in 1988 for an ambulance. Council Member Barcome <br />made a motion to recommend this bill to the Council favorably, seconded by Council <br />Member Braboy. The motion carried. <br />BILL NO. 113 -87 A BILL TRANSFERRING $80,000 AMONG VARIOUS ACCOUNTS WITHIN THE <br />DEPARTMENT OF ECONOMIC DEVELOPMENT. <br />
