<br />REGULAR MEETING NOVEMBER 9, 1987
<br />Be it remembered that the Common Council of the City of South Bend met in the
<br />Council Chambers of the County -City Building on Monday, November 9, at 7:00 p.m.
<br />The meeting was called to order and the Pledge to the Flag was given.
<br />ROLL CALL
<br />Present: Council Members Beck, Braboy, Puzzello,
<br />Taylor, Zakrzewski, Barcome, Paszek, Voorde
<br />and Serge
<br />Absent: None
<br />REPORT FROM THE SUB - COMMITTEE ON MINUTES
<br />To the Common Council of the City of South Bend:
<br />The sub - committee has inspected the minutes of the October 26, meeting of the
<br />Council and found them correct.
<br />Therefore, we recommend the same be approved.

<br />Council Member Taylor made a motion that the minutes of the October 26, meeting of
<br />the Council be accepted and placed on file, seconded by Council Member Barcome. The
<br />motion carried.
<br />REPORTS
<br />Council Member Voorde indicated that the Zoning and Vacation Committee had met on
<br />Bill No. 83 and 85 -87 and recommended them favorably, Bill No. 93 -87 received no
<br />recommendation, Bill No. 94 -87 will be stricken at the request of the petitioner,
<br />and Bill nos. 95 and 106 -87 were recommended favorably, as amended.
<br />Council Member Beck indicated that the Personnel and Finance Committee had met on
<br />Bill No. 107 -87 and recommended it favorably.
<br />Council Member Taylor made a motion to resolve into the Committee of the Whole,
<br />seconded by Council Member Zakrzewski. The motion carried.
<br />COMMITTEE OF THE WHOLE
<br />Be it remembered that the Common Council of the City of South Bend met in the
<br />Committee of the Whole on November 9, 1987, at 7:10 p.m., with nine members
<br />present. Chairman Puzzello presiding.
<br />LL NO. 83 -87 A BILL AMENDING SOUTH BEND MUNICIPAL CODE CHAPTER 21, ARTICLE
<br />6.5, ENTITLED HISTORIC PRESERVATION COMMISSION.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Kevin Joyce, of Area Plan,
<br />indicated the intent of this bill was to authorize the Historic Preservation
<br />Commission to accept facade. He indicated the Area Plan Commission gave a
<br />favorable recommendation to this bill. John Oxian, Vice President of the Historic
<br />Preservation Commission, indicated this bill concerns facade easements to be donated
<br />to the Commission. He indicated the facade on the former I & M Building, now owned
<br />by Holladay Corp., will be donated to the commission, which will lead to a reduction
<br />of the assessed value of the landmark, which will be maintained by the owners.
<br />Council Member Serge made a motion to recommend this bill to the Council favorably,
<br />seconded by Council Member Taylor. The motion carried.
<br />BILL NO. 85 -87 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT
<br />118 - 120 -122 NAVARRE STREET IN THE CITY OF SOUTH BEND, INDIANA.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Kevin Joyce, of Area Plan,
<br />gave the staff report which was favorable. Eugene Forsythe, the petitioner,
<br />indicated he planned to erect a 64 x 64 foot building. He indicated he and his wife
<br />are manufacturer's representatives who need office space and an art studio. Rick
<br />Miller, 226 E. Navarre, spoke in favor of this rezoning. Ann Mannox, Neighborhood
<br />Housing Services; Bruce Wood, 225 E. Navarre; Charles Leone; and Greg Balough, 609
<br />Riverside spoke against rezoning, indicating the neighborhood was starting to
<br />stabilize and they did not want this commercial development. Council Member Beck
<br />made a motion to recommend this bill to the Council favorably, seconded by Council
<br />Member Taylor. The motion carried.
<br />BILL NO. 93 -87 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED
<br />APPROXIMATELY 460 FEET WEST OF THE SOUTHWEST CORNER OF THE
<br />INTERSECTION OF MAYFLOWER AND SAMPLE STREETS IN THE CITY OF SOUTH
<br />BEND, INDIANA.
