FIM <br />/s/ Al Paszek <br />Member of the Common Council <br />/s/ John Voorde <br />Member of the Common Council <br />A public hearing was held on the resolution at this time. Council Member Puzzello <br />read the resolution. Council Member Zakrzewski made a motion to adopt this <br />resolution, seconded by Council Member Taylor. The resolution was adopted by a roll <br />call vote of nine ayes. <br />REPORTS <br />Council Member Voorde indicated the Zoning and Vacation Committee had met on Bill <br />No. 80 -87 and recommended it to the Council favorably. He indicated the petitioner <br />had requested that Bill No. 75 -87 be continued indefinitely <br />Council Member Braboy indicated the Human Resources Committee had met on Resolution <br />Nos. 87 -80, 82, and 83, and recommended them favorable. <br />Council Member Puzzello indicated the Committee of the Whole had met on Bill No. <br />96 -87 and recommended it to the Council favorably. <br />There being no further business to come before the Committee of the Whole, Council <br />Member Taylor made a motion to rise and report to the Council, seconded by Council <br />Member Zakrzewski. The motion carried. <br />Council Member Taylor made a motion to resolve into the Committee of the Whole, <br />seconded by Council Member Zakrzewski. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Committee of the Whole on October 12, at 7:33 p.m., with nine members present. <br />Chairman Puzzello presiding. <br />BILL NO. 69 -87 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 744 <br />S. MICHIGAN STREET IN THE CITY OF SOUTH BEND, INDIANA. <br />Council Member Serge made a motion to table this bill, seconded by Council Member <br />Beck. The motion carried. <br />BILL NO. 75 -87 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT <br />1314 -22 W. WASHINGTON IN THE CITY OF SOUTH BEND, INDIANA. <br />Council Member Barcome made a motion to continue this bill indefinitely, seconded by <br />Council Member Zakrzewski. The motion carried. <br />BILL NO. 80 -87 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 716 <br />N. NILES IN THE CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Taylor made a <br />motion to accept the substitute bill on file with the City Clerk, seconded by <br />Council Member Barcome. The motion carried. Gary Stair, assistant director of Area <br />Plan, gave the staff report, which was favorable. T. Brooks Brademas, the <br />petitioner, indicated he planned to build an 80 unit hotel on the site of the former <br />Morse Electric property. He indicated this will be a long -term stay hotel facility <br />and will be creating a number of new jobs. He indicated the project will be a mixed <br />use with retail use of the hotel dominating and estimated 10 percent of the total <br />space devoted to office uses. Joseph Guentert, 3510 Corby, spoke in favor of this <br />bill. Council Member Zakrzewski made a motion to recommend this bill to the Council <br />favorably, as amended, seconded by Council Member Taylor. The motion carried. <br />BILL NO. 96 -87 A BILL ANNEXING TO AND BRINGING WITHIN THE BOUNDARIES OF THE CITY <br />OF SOUTH BEND, INDIANA, CERTAIN REAL ESTATE LOCATED WITHIN GERMAN <br />TOWNSHIP, ST. JOSEPH COUNTY, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. John Ford, attorney for the <br />petitioner, indicated that the petitioner owned 90% of this land. He indicated the <br />total property being annexed was 90 acres. Norman Primas, 1833 Campeau, spoke <br />against this annexation, since it does not comply with census lines for <br />redistricting. Council Member Serge made a motion to recommend this bill to the <br />Council favorably, seconded by Council Member Taylor. The motion carried. <br />BILL NO. 99 -87 A BILL AMENDING THE SOUTH BEND MUNICIPAL CODE CHAPTER 2, ARTICLE <br />6, ENTITLED TAX ABATEMENT PROCEDURES. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Jon Hunt, Director of <br />Redevelopment, made the presentation for the bill. He indicated that currently the <br />definition of retail seems to be open to interpretation, with some peogLe usiM a <br />'aid definition to include services such as banking and insurance.
