REGULAR MEETING MARCH 11, 2025 45 <br /> <br /> <br />Molnar asked for an update at a future agenda review session to determine if the applications were <br />sufficient. <br /> <br />AWARD BID AND APPROVE CONTRACT – POTAWATOMI PARK IMPROVEMENTS – <br />POOL HOUSE DEMOLITION – PROJECT NO. 124-023A (PR-00038793) <br />Leslie Biek, Engineering, advised the Board that on February 25, 2025, bids were received and <br />opened for the above referenced project. After reviewing those bids, Ms. Biek recommended that <br />the Board award the contract to the lowest responsive and responsible bidder, Green Demolition <br />Contractors, Inc., in the amount of $210,900, Base Bid Plus Alternate. Therefore, VP Molnar made <br />a motion that the recommendation be accepted, and the bid be awarded, and the contract approved <br />as outlined above. Mr. Miller seconded the motion, which carried by roll call. <br /> <br />AWARD QUOTATION AND APPROVE CONTRACT – 2025 TREE REMOVAL – PROJECT <br />NO. 125-018 (PR-00039390) <br />Gemma Station, Engineering, advised the Board that on March 25, 2025, quotations were received <br />and opened for the above referenced project. After reviewing those quotations, Ms. Staton <br />recommended that the Board award the contract to the lowest responsive and responsible quoter, <br />Gallegos Tree Service, in the amount of $16,752. Attorney Schmidt noted that Gallegos Tree <br />Service was the lowest quote but when they submitted the Affidavit, it was signed but not <br />notarized. It was determined that there was no record to suggest that their lack of notarization <br />impacted the dollar amount or gave them a competitive advantage over any other quoters. He also <br />noted that we now have a notarized affidavit for them in the file. Therefore, VP Molnar made a <br />motion that the recommendation be accepted, and the quotation be awarded, and the contract <br />approved as outlined above. Mr. Miller seconded the motion, which carried by roll call. <br /> <br />APPROVE CHANGE ORDER NO. 1 – BEACON HEALTH PARKING LOT – PROJECT NO. <br />123-076A (PO-0036234) <br />President Maradik advised that Zach Hurst, Engineering, has submitted change order number 1 on <br />behalf of Indiana Earth, indicating the contract amount be increased by $200,000 for a new contract <br />sum, including this change order, in the amount of $2,567,090. Upon a motion made by VP <br />Molnar, seconded by Mr. Miller and carried by roll call, the change order was approved. <br /> <br />APPROVE PROJECT COMPLETION AFFIDAVIT – WAYFINDING SIGNAGE PROGRAM, <br />PHASE 3 – PROJECT NO. 123-013 (PO-0029007) <br />President Maradik advised that Kyle Ludlow, Engineering, has submitted the project completion <br />affidavit on behalf of Geograph Industries, Inc., for the above referenced project, indicating a final <br />cost of $187,234. Upon a motion made by VP Molnar, seconded by Mr. Miller and carried by roll <br />call, the project completion affidavit was approved. <br /> <br />APPROVE TITLE SHEETS – EDISON ROAD GRAVITY SEWER AND ROADWAY <br />REPLACEMENT (EAST OF LARRISON ROAD – ST. JOSEPH COUNTY) <br />Mr. Jacob Klosinski, Engineering, advised that a title sheet for the above referenced project was <br />being presented at this time for execution. Upon a motion made by VP Molnar, seconded by Mr. <br />Miller and carried by roll call, the above referenced title sheet was approved and signed. <br /> <br />APPROVAL OF REQUEST TO ADVERTISE FOR THE RECEIPT OF BIDS AND TWO (2) <br />TITLE SHEETS – SOUTH WELL FIELD WATER TREATMENT PLANT AND <br />DISTRIBUTION – PROJECT NO. 117-059A <br />In a memorandum to the Board, Jacob Klosinski, Engineering, requested permission to advertise <br />for the receipt of bids for the above referenced project. Also presented at this time for approval <br />and execution was the title sheet. Upon a motion made by VP Molnar, seconded by Mr. Miller and <br />carried by roll call, the above request to advertise was approved, and the title sheets were approved <br />and signed. <br /> <br />APPROVAL OF REQUEST TO ADVERTISE FOR THE RECEIPT OF BIDS AND TITLE <br />SHEET – WASTEWATER TREATMENT PLANT (WAS) THICKENING IMPROVEMENTS <br />– PROJECT NO. 123-031B <br />In a memorandum to the Board, Jacob Klosinski, Engineering, requested permission to advertise <br />for the receipt of bids for the above referenced project. Also presented at this time for approval <br />and execution was the title sheet. Upon a motion made by VP Molnar, seconded by Mr. Miller and <br />carried by roll call, the above request to advertise was approved, and the title sheet was approved <br />subject to obtaining the City Engineer’s signature.
