REGULAR MEETING July 27, 1987 Be it remembered that the Common Council of the City of South Bend met in the Council Chambers of the County -City Building on Monday, July 27, at 4:30 P.M. The meeting was called to order and the Pledge to the Flag was given. ROLL CALL Present: Council Members Braboy, Beck, Puzzello, Taylor, Zakrzewski, Barcome, Paszek, Voorde and Serge, Absent: None SPECIAL BUSINESS Council Member Beck made a motion to set the August 10 meeting at 4:30 p.m., seconded by Council Member Taylor. The motion carried. REPORTS Council Member Braboy indicated the Human Resources Committee had met on Resolutions 65, 66, 67 and 68 -87 and recommended them favorably. Council Member Beck indicated that the leaf burning report from City Engineer, John Leszczynski, due today, would be given on September 14. Council Member Barcome made a motion to accept September 14, for this report, seconded by Council Member Paszek. The motion carried. Council Member Taylor made a motion to resolve into the Committee of the Whole, seconded by Council Member Zakrzewski. The motion carried. COMMITTEE OF THE WHOLE Be it remembered that the Common Council of the City of South Bend met in the Committee of the Whole on July 27, at 4:37 p.m., with nine members present. Chairman Puzzello presiding. BILL NO. 71 -87 A BILL DELETING CHAPTER 14 ENTITLED "PROPERTY." This being the time heretofore set for public and opponents were given an opportunity to be Attorney, made the presentation for the bill. Chapter 14.5 of the Code entitled "Property ", of municipal law. Council Member Taylor made Council favorably, seconded by Council Member .5 OF THE SOUTH BEND MUNICIPAL CODE, hearing on the above bill, proponents heard. Eugenia Schwartz, City She indicated this bill deletes since State law now governs this area a motion to recommend this bill to the Serge. The motion carried. There being no further business to come before the Committee of the Whole, Council Member made a motion to rise and report to the Council, seconded by Council Member . The motion carried. BILLS, SECOND READING ORDINANCE NO. 7787 -87 A BILL DELETING CHAPTER 14.5 OF THE SOUTH BEND MUNICIPAL CODE, ENTITLED "PROPERTY." This bill had second reading. Council Member Puzzello made a motion to pass this bill, seconded by Council Member Voorde. The bill passed by a roll call vote of nine ayes. RESOLUTIONS RESOLUTION NO. 1524 -87 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND DESIGNATING CERTAIN AREAS WITHIN THE CITY COMMONLY KNOWN AS 516 SOUTH MICHIGAN ST. AN ECONOMIC REVITALIZATION AREA FOR PURPOSES OF REAL PROPERTY TAX ABATEMENT. WHEREAS, a petition for real property tax abatement consideration has been filed with the Common Council of the City of South Bend, requesting that the area commonly known as 516 South Michigan St., South Bend, Indiana, and which is more particularly described by a line drawn as follows:
