107 <br />RESOLUTION NO. 1520 -87 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, RECOMMENDING THAT A COUNTY -WIDE WOMEN'S <br />COMMISSION BE ESTABLISHED BY THE ST. JOSEPH COUNTY <br />COUNCIL <br />WHEREAS, various members of the Common Council have been apprised by the Working <br />Women's Coalition of the growing economic hardships facing today's women; and <br />WHEREAS, according to the U. S. Department of Commerce, Bureau of Census; <br />one -third (1/3) of all female headed households are living below the poverty line <br />and two (2) out of three (3) adults in poverty are women; <br />WHEREAS, it has been estimated that women workers in the Michiana area earn <br />fifty -four cents ($.54) for every dollar earned by a man whereas the national figure <br />is sixty -five cents ($.65); and <br />WHEREAS, a county -wide commission could be established to address such items as <br />wage and salary inequities; inadequate child care facilities; inadequate housing, <br />health care, job training and educational opportunities are to monitor progress in <br />each of these areas. <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, <br />Indiana, as follows: <br />SECTION I. The Common Council of the City of South Bend, Indiana is aware of <br />the growing concerns facing women in the Michiana area. <br />SECTION II. The Council believes that a county -wide commission which would <br />address such items as wage and salary inequities, inadequate child care facilities, <br />inadequate housing, health care, job training, and educational opportunities would <br />be in the best interests of the community. <br />SECTION III. The Council recommends that the St. Joseph County Council consider <br />establishing a "County Women's Commission" and pledges its support to the County <br />Council in such an endeavor. <br />SECTION IV. This Resolution shall be in full force and effect from and after <br />its adoption by the Common Council and approval by the Mayor. <br />of the Common Council <br />s /Beverlie J. Council Members Beck, <br />Braboy and Puzzello made the presentation. Council Member Beck read the <br />resolution. Rene Kay, 222 E. Bartlett; Ellyn Stecker, 1036 Niles Ave., Co -Chair of <br />NOW; Jodi Fox 17775 Douglas, President of the League of Women Voters; Theresa <br />DeSimone, 5345 York Road; Elizabeth Mooney, 701 Marquette; Linda Cook - Gordan, 629 W. <br />LaSalle; and Mary Craypo, 1106 Oak Ridge, spoke in favor of this resolution. <br />Council Member Zakrzewski made a motion to adopt this resolution, seconded by <br />Council Member Taylor. The resolution was adopted by a roll call vote of nine ayes. <br />RESOLUTION NO. 1521 -87 A RESOLUTION TRANSFERRING THE UNUSED AND UNENCUMBERED <br />BALANCE OF $8,213.78 FROM THE BOND PROCEEDS OF '81 FUND <br />TO THE GENERAL OBLIGATION DEBT FUND AND FURTHER <br />TRANSFERRING THE UNUSED AND UNENCUMBERED BALANCE OF <br />$34,180.50 FROM THE GENERAL OBLIGATION DEBT FUND TO THE <br />GENERAL FUND OF THE CITY OF SOUTH BEND. <br />WHEREAS, a bond proceeds fund, commonly referred to as the Bond Proceeds of 181 <br />Fund, was created by Ordinance No. 6908 -81 in order to pay for capital expenditures <br />on behalf of the City of South Bend; and <br />WHEREAS, the purpose of the bond issue has been accomplished; and <br />WHEREAS, the Council now desires to transfer surplus monies in said fund to the <br />General Obligation Debt Fund of the City of South Bend, pursuant to its authority <br />under I. C. 5- 1 -13 -2; and <br />WHEREAS, a Sinking Fund, commonly referred to as the General Obligation Debt <br />Fund, was created by Ordinance No. 7108 -82 in order to pay the City's debt incurred <br />through the issuance of Municipal bonds; and <br />
