A <br />REGULAR MEETING MAY 11,1987 <br />WHEREAS, the paths to educational excellence and high moral values at <br />institutions of higher learning is best typified by the University of Notre Dame; <br />and <br />WHEREAS, the Common Council believes that "Father Ted" and "Father Ned" are <br />living examples of individuals dedicating their lives to the "growing consciousness <br />of human dignity, human rights and human development;" <br />WHEREAS, through and by the examples of these two (2) most dedicated priests of <br />the congregation of Holy Cross, we urge all of our citizens to rededicate their <br />lives to "thrust for justice" and to work toward "peace on earth" on "Spaceship <br />Earth." <br />NOW, THEREFORE, BE IT ORDAINED by the Common council of the City of South Bend, <br />Indiana, as follows: <br />SECTION I. On behalf of all of the citizens of the City of South Bend, Indiana, <br />the Common Council hereby publicly commends and thanks REVEREND THEODORE M. <br />HESBURGH, C.S.C., President of of the University of Notre Dame, and REVEREND EDMUND <br />P. JOYCE, C.S.C., Executive Vice - President, for their thirty -five (35) years of <br />service and dedication to the University and to the surrounding community. <br />SECTION II. The Common Council wishes "Father Ted" and "Father Ned" futures <br />filled with challenges, satisfaction and continued achievements as they embark upon <br />new endeavors. <br />SECTION III. This Resolution shall be in full force and effect from and after <br />its adoption by the Common Council and approval by the Mayor. <br />/s/ Joseph T. Council Member Serge read <br />the resolution. Council Member Barcome made a motion to adopt the resolution, <br />seconded by Council Member Zakrzewski. The motion carried. <br />Council Member Voorde asked for suspension of rules to have public hearing on the <br />next resolution. Council Member Taylor made a motion to suspend the rules and have <br />public hearing on the next resolution, seconded by Council Member Barcome. The <br />motion carried on a roll call vote of nine ayes. <br />RESOLUTION NO. 1499 -87 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, URGING THE ST. JOSEPH COUNTY COUNCIL TO <br />ADOPT THE NECESSARY ORDINANCES ESTABLISHING A "COUNTY <br />MOTOR VEHICLE EXCISE SURTAX AND A "COUNTY WHEEL TAX" <br />BEFORE JULY 1, 1987 <br />WHEREAS, the Common Council acknowledges that the Arterial Road and Street <br />Improvement Group was formed in 1983 and has directed its efforts along nine (9) <br />basic guidelines and objectives, to -wit: <br />1. Priority improvements are primarily to be confined to the arterial road and <br />street network; <br />2. Projects for increasing vehicular capacity, safety and enhancing land <br />accessibility for economic development are of primary concern; <br />3. Planning is to concentrate on serving the major commercial, business, <br />service, industrial and residential growth areas; <br />4. MACOG's 2005 Transportation Plan will serve as the general guideline for <br />establishing project needs; <br />5. The unfinished 1981 -1991 C -EDPP projects are to be considered as priority <br />needs; <br />6. Planning is to be directed towards a five (5) year extension of the C -EDPP <br />long range plan through 1996; <br />
