The motion carried. Council Member Luecke made a motion to <br />eliminate the bonus of $300 for the Director of Financial Services, <br />seconded by Council Member Coleman. The motion carried. Council <br />Member Washington indicated he felt the Recreation Department <br />Directors should receive a higher increase then the 1 1/2. He made <br />a motion to increase their salary by 3 1/2% for 1994, seconded by <br />Council Member Duda. The motion failed on a roll call vote of four <br />ayes and four nays. Council Member Luecke made a motion to <br />recommend this bill to the Council favorable, as amended, seconded <br />by Council Member Coleman. The motion carried. <br />BILL NO. 59 -93 A BILL FIXING THE ANNUAL PAY AND MONETARY <br />FRINGE BENEFITS OF FIREFIGHTERS OF THE SOUTH <br />BEND FIRE DEPARTMENT FOR THE CALENDAR YEARS <br />1994, 1995, AND 1996. <br />Council Member Coleman reported that the Personnel & Finance <br />Committee had met on this bill and made no recommendation. <br />Kathleen Cekanski - Farrand, Council attorney, introduced the <br />negotiating teams. She indicated the Firefighters Local Union 362 <br />did not ratify the negotiated contract. Council Member Coleman <br />made a motion to accept the substitute bill on file with the City <br />Clerk, seconded by Council Member Duda. The motion carried. Kathy <br />Cekanski indicated the bill should be amended on page two to <br />reflect 1995 salaries of $43,517 for the Chief; $39,500 for the <br />asst. chiefs; $39,500 for the battalion chiefs. 1996 salaries <br />of $45,693 for the Chief; $41,475 for the asst. chiefs; $37,041 for <br />the battalion chiefs; and the specialist position will remain open <br />for 1995 and 1996; the 1996 salary for captains should be reduced <br />$278 for a total of $28,958; the salary for engineers should be <br />reduced $265 for a total of $27,560; firefighters 1st class should <br />be redu ed $228 for a total of $23,472; firefighters should be <br />reducedgl97 for a total of $20,618. In paragraph (b) add a <br />sentence to the paragraph which reads "Said 8 -Hour Incentive Pay <br />shall also be paid to officers in 1995 and 1996 only." In <br />paragraph (c) insert $1,000. Delete paragraph (d) regarding <br />Conditional Hydrant Users Fee and Effect as well as current <br />paragraph (e). Reletter current paragraphs (f) to (d) and (g) to <br />(e). Council Member Luecke made a motion to accept this amendment, <br />seconded by Council Member Duda. Council Member Luecke made a <br />motion to amend the original amendment in Section IX (d) third <br />sentence from the end of the paragraph change the amount from $227 <br />to $250 per month. seconded by Council Member Duda. The motion <br />carried on a roll call vote of five ayes and three nays (Council <br />Members Washington, Slavinskas and Zakrzewski.) Marty Orlowski, <br />Fire Department Negotiating Team, indicated there were never <br />offered a base pay raise, and our retirees will not have an <br />increase in their pensions. Jeff Polansky, firefighter, spoke <br />against this bill. After discussion Council Member Slavinskas made <br />a motion to amend and return the $250 in Section XI (d) to $227 per <br />month, seconded by Council Member Washington. The motion carried. <br />Council Member Kelly made a motion to recommend this bill to the <br />Council favorable, as amended, seconded by Council Member Ladewski. <br />The motion carried. <br />
