REGULAR MEETING <br />JULY 29, 1993 <br />Be it remembered that the Common Council of the City of South Bend <br />met in the Council Chambers of the County -City Building on <br />Thursday, July 29, 1993, at 9:30 p.m. The meeting was called to <br />order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Luecke, <br />Washington, Kelly, Slavinskas, <br />Zakrzewski, Coleman, Duda and <br />Ladewski <br />Absent: Council Member Puzzello <br />Council Member Coleman made a motion to resolve into the Committee <br />of the Whole, seconded by Council Member Duda. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend <br />met in the Committee of the Whole on July 28, 1993 at 10:00 p.m., <br />with eight members present. Chairman Zakrzewski presiding. <br />BILL NO. 60 -93 A BILL FIXING MAXIMUM SALARIES AND WAGES OF <br />APPOINTED OFFICERS AND NON - BARGAINING <br />EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, <br />FOR THE CALENDAR YEARS 1994 AND 1995. <br />This being the time heretofore set for public hearing on the above <br />bill, proponents and opponents were given an opportunity to be <br />heard. Council Member Coleman reported that the Personnel & <br />Finance Committee had met on this bill and recommended the <br />substitute bill to the Council favorable. Council Member Luecke <br />made a motion to accept the substitute bill on file with the City <br />Clerk, seconded by Council Member Coleman. The motion carried. <br />Kevin Horton, Controller, made the presentation for the bill. He <br />indicated this bill represented a 1 1/2% increase, with a $300 <br />bonus in 1994; 1 1/2% base increase in January of 1995 and 1 1/2% <br />base increase in July, 1995. He indicated there were six <br />exceptions in this bill: a new position has been created at <br />Century Center, assistant director, and two people will be upgraded <br />to that position with a salary of $38,506; in addition there will <br />be 4 changes in the division of Public Works - $2,000 increases for <br />each of the bureau managers; and a position of Finance Service <br />Director has been created for the utilities at a salary of $32,500. <br />He indicated the Building Department has added another position, <br />Inspection 5, however, it is not being filled at this time because <br />it is necessary for any one seeking this position to have additions -I <br />schooling at their own expense. Council Member Luecke made a <br />motion to delete the $300 bonus and insert 110" in the column for <br />Director of Vehicle Maintenance, Director Water Dept., Director of <br />Engineering, and Director of Transportation, and the assistant <br />directors of Century Center, seconded by Council Member Coleman. <br />
