,570 <br />REGULAR MEETING <br />JULY 12, 1993 <br />Council Member Luecke made a motion to continue public hear on this bill until July <br />26, due to the fact that it has not been heard by the Board of Public Works, seconded <br />by Council Member Coleman. The motion carried. <br />BILL NO. 54 -93 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: THE NORTH -SOUTH <br />ALLEY BETWEEN MAIN AND MICHIGAN STREETS, BEGINNING AT THE NORTH :LINE <br />OF STULL STREET AND RUNNING NORTH TO THE INTERSECTION OF THE EAST -WEST <br />ALLEY. (THE ALLEY LIES BETWEEN THE NEW POLICEMEN'S FEDERAL CREDIT <br />UNION BUILDING AND THE NEW REAL SERVICES BUILDING.) <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Slavinskas <br />reported that the Zoning and Vacation Committee had met on this bill and recommended <br />it to the Council favorable. Perry Fawn, an intern for George Herendeen's law firm, <br />made the presentation for the bill. He indicated the alley between the credit union <br />and Real Services Building is an eyesore and they want it vacated for aesthetic <br />purposes. Council Member Puzzello made a motion to recommend this bill to the Council <br />favorable, seconded by Council Member Duda. The motion carried. <br />BILL NO. 55 -93 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND ESTABLISHING <br />CHARGES FOR NONRECURRING SERVICES RENDERED BY THE CITY OF SOUTH :BEND <br />WATER WORKS AND AMENDING CHAPTER 17, ARTICLE 4, SECTION 17 -47 OF THE <br />SOUTH BEND MUNICIPAL CODE. <br />A public hearing was held on the resolution at this time. Council Member Zakrzewski <br />reported that the Utilities Committee had met on this bill and recommended it to the <br />Council favorable. Council Member Luecke made a motion to accept the substitute :bill <br />on file with the City Clerk, seconded by Council Member Coleman. The motion carried. <br />Council Member Luecke made a motion to amend the bill in Section I, (c) by changing <br />the amount for a frozen meter from $37 to $32, seconded by Council Member Duda. The <br />motion carried. (This motion was changed later in the meeting.) John Stancati, <br />Director of the Water Works, made the presentation for the bill. He indicated the <br />Water Works was seeking an increase in the nonrecurring service charges, since the <br />cost of administering exceeds the charges presently imposed. He indicated this :bill <br />also imposes a charge for downsizing, inspection and testing fees for backflow <br />devices and a damaged or lost meter charge. Council Member Coleman made a motion to <br />recommend this bill to the Council favorable, as amended, seconded by Council Member <br />Duda. The motion carried. <br />BILL NO. 56 -93 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA <br />AMENDING SECTION 2 -13 OF ARTICLE 4 OF THE SOUTH BEND MUNICIPAL CODE <br />ESTABLISHING DEPARTMENTS TO PERFORM ADMINISTRATIVE FUNCTIONS OF THE <br />CITY OF SOUTH BEND. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Puzzello <br />reported that the Personnel and Finance Committee had met on this bill and <br />recommended it to the Council favorable. Beth Leonard, Economic Development, made <br />the presentation for the bill. She indicated this bill would change the name of the <br />Department of Economic Development to Community and Economic Development. She <br />indicated this change would better reflect the duties and purpose of the department. <br />Council Member Coleman made a motion to recommend this bill to the Council favorable, <br />seconded by Council Member Ladewski. The motion carried. <br />BILL NO. 57 -93 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />AMENDING ORDINANCE NO. 7994 -89 OF THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA ESTABLISHING THE NEXT DOOR NEIGHBOR PROGRAM FUND <br />(FUND 207), APPROPRIATING THE BALANCE REMAINING THEREIN, AND CLOSING <br />SAID FUND. <br />A public hearing was held on the resolution at this time. Council Member Puzzello <br />reported that the Personnel & Finance Committee had met on this bill and recommended <br />it to the Council favorable. Beth Leonard, Economic Development, made the <br />presentation for the bill. She indicated this bill will appropriate $8,176 from <br />Grant Fund 207 to the Neighborhood Resources and Technical Services Corp., in order <br />to provide additional support to development of strong neighborhood organizations. <br />Council Member Coleman made a motion to recommend this bill to the Council favorable, <br />seconded by Council Member Ladewski. The motion carried. <br />Council Member Luecke made a motion to reconsider Bill No. 55 -93, in order to correct <br />the amendment to change Section I (c) to reflect a charge of $32 for meter <br />downsizing, seconded by Council Member Coleman. The motion carried. Council Member <br />Coleman made a motion to recommend the bill to the Council favorable, as amended, <br />seconded by Council Member Duda.
