Kernan, Mayor <br />A public hearing was held on the resolution at this time. Council Member Washington <br />made the presentation for the resolution. He indicated that the Northern Indiana <br />Historic Society was sponsoring "Around the Block" activities that began on June 17 <br />and will run every Wednesday through August 12th for children ages 8 to 12. He <br />indicated these activities will include; Building Blocks: Stories that Buildings <br />Tell; Croquet and Crumpets; Art and Architecture; Folk Art & Songs; Fun with Pioneer <br />Children; Sketching the City Scope. This activity is in conjunction with "Tea of <br />Tour ", which is a tour of the West Washington National Historic District and <br />Copshaholm, and tea at the Queen Ann Inn. He read the resolution and presented Jan <br />Shupert- Erick, Educational Coordinator for the Northern Indiana Historic Society, <br />with a copy. Council Member Slavinskas made a motion to adopt the resolution, <br />seconded by Council Member Coleman. The resolution was adopted by a roll call vote <br />of eight ayes. <br />Council Member Coleman made a motion to resolve into the Committee of the Whole, <br />seconded by Council Member Washington The motion carried <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Committee of the Whole on July 13, 1992 at 7:15 p.m., with eight members present. <br />Chairman Puzzello presiding <br />LL NO. 33 -92 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT <br />NORTHWEST CORNER OF THE T INTERSECTION OF PORTAGE AVENUE AND <br />BOLAND DRIVE, GERMAN TOWNSHIP, IN THE CITY OF SOUTH BEND, <br />INDIANA. <br />Council Member Luecke made a motion to continue public hearing on this bill, at the <br />request of the petitioner, until August 24, seconded by Council Member Washington. <br />The motion carried. <br />BILL NO. 34 -92 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT THE <br />SOUTHWEST CORNER RALPH JONES DR. AND WILLIAM RICHARDSON DR. AND <br />AT THE EAST END OF WILLIAM RICHARDSON DR. IN THE CITY OF SOUTH <br />BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Slavinskas <br />reported that the Zoning and Vacation Committee had met on this bill and recommended <br />it to the Council favorable. John Byorni, Area Plan, made the presentation for the <br />bill. He indicated Area Plan initiated this rezoning to establish "D" Light <br />Industrial, "A" Height and Area zoning on six lots within the Toll Road Industrial <br />Park. He indicated these lots have recently been annexed into the City, and are <br />surrounded by "D" Light Industrial and "M" Manufacturing zoning. Council Member <br />Coleman made a motion to recommend this bill to the Council favorable, seconded by <br />Council Member Luecke. The motion carried. <br />BILL NO. 36 -92 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 721, <br />723, 725 HOWARD STREET, IN THE CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Slavinskas <br />reported that the Zoning and Vacation Committee had met on this bill and recommended <br />it to the Council favorable. John Byorni, Area Plan, gave the staff report, which <br />was favorable. He indicated that granting this petition will result in further <br />intrusion into this single - family neighborhood, the uniqueness of the structure <br />gives cause for treatment different from similar sites in the neighborhood. He <br />indicated that this zoning together with the bookstore site should not be a catalyst <br />for future zoning in this neighborhood. James Masters, attorney, made the <br />presentation for the bill. He indicated the University of Notre Dame plans to <br />purchase this building the building and establish a legal aid clinic at this <br />location. James Lyphout, associate vice president for business affairs at Notre <br />Dame, indicated the clinic would be using a building which had been underutilized <br />for years, as well as provide a needed service to the neighborhood. Barbara <br />Gasperetti, co- director of the clinic, indicated they had outgrown their space on <br />campus, and the purchase of this building would allow them to triple the size of the <br />clinic to serve more people. Ann Bockencamp, 803 Notre Dame Ave., Director of <br />Neighborhood Housing Services, indicated they supported this rezoning. Joseph <br />Doran, 1119 N. Frances and Arthur Quigley, 1019 N. Frances, spoke in favor of this <br />zoning. Council Member Luecke made a motion to recommend this bill to the Council <br />favorable, seconded by Council Member Slavinskas.
