He indicated this bill represents the <br />1992 budgets for the Enterprise Funds, Solid Waste, Water Works, Wastewater, <br />Sanitation, and the Parking Garage Funds. He indicted the bill should be amended - <br />Solid Waste, reduce Seasonal & Interns by $20,000; FICA by $1,607; Water Works <br />reduce Wells & Springs by $188,000 to $78,000. Council Member Puzzello made a <br />motion to accept the amendments, seconded by Council Member Zakrzewski. The motion <br />carried. Council Member Niezgodski made a motion to recommend this bill to the <br />Council favorable, as amended, seconded by Council Member Luecke. The motion <br />carried. <br />Council Member Luecke made a motion to combine public hearing on the next two bills, <br />seconded by Council Member Zakrzewski. The motion carried. <br />BILL NO. 77 -91 A BILL APPROPRIATING $2,855,000 FROM THE COMMUNITY DEVELOPMENT <br />BLOCK GRANT FUND FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF THE <br />DEPARTMENT OF ECONOMIC DEVELOPMENT OF THE CITY OF SOUTH BEND, <br />INDIANA, AND DESIGNATED SUBGRANTEE AGENCIES FOR THE PROGRAM YEAR <br />BEGINNING JANUARY 1, 1992, TO BE ADMINISTERED THROUGH THE <br />DEPARTMENT OF ECONOMIC DEVELOPMENT. <br />BILL NO. 78 -91 A BILL APPROPRIATING $450,000.00 OF SECTION 108 FUNDS, PLUS <br />INTEREST EARNED THEREON, FOR USE IN WEST WASHINGTON - CHAPIN <br />DEVELOPMENT AREA. <br />This being the time heretofore set for public hearing on the above bills, proponents <br />and opponents were given an opportunity to be heard. Council Member Luecke reported <br />that the Human Resources Committee had met on these bills and recommended them to <br />the Council favorable. Beth Leonard, Economic Development, made the presentation <br />for the bills. She indicted Bill No. 77 -91 would appropriate the 1992 Community <br />Development Block Grant entitlement and program income in accordance with the <br />application. She indicated that Bill No. 78 -91 would be used for housing <br />rehabilitation, acquisition, relocation and demolition in the West Washington- Chapin <br />Development Area. Council Member Luecke made a motion to recommend Bill No. 77 -91 <br />to the Council favorable, seconded by Council Member Coleman.
