1, 6 8 <br />REGULAR MEETING <br />MARCH 25, 1991 <br />WHEREAS, the Common Council of the City of South Bend, Indiana, recognizes that <br />on March 5, 1941, the Common Council created the South Bend Housing Authority <br />pursuant to the U.S. Housing Acts of 1937 and the Acts of the Indiana General <br />Assembly of 1937; and <br />WHEREAS, for the past 50 years, the South Bend Housing Authority has assisted <br />low- income residents to obtain housing that is decent, safe, and sanitary; and <br />WHEREAS, the South Bend Housing Authority has complied with Federal law in <br />providing public housing to residents for payment of no more than 30% of his or her <br />adjusted gross income for housing; and <br />WHEREAS, a total of 557 housing units consisting of a variety of different <br />housing programs for low- income families and senior citizens, are currently being <br />operated within the city; and <br />WHEREAS, the Housing Authority also operates 1,177 other units under the Section <br />8 Housing Certificate Program, with 36 of these units connected to the City's Rental <br />Rehabilitation Program, and 25 in "Project Self- Sufficiency" which is specifically <br />designed to remove residents from the cycle of poverty and independence; and <br />WHEREAS, the South Bend Housing Authority, under the leadership of such <br />individuals as the late Jessie L. Dickinson, as Executive Director, and Rabbi Albert <br />Shulman, as Commission Chairman, and others, who were very instrumental in providing <br />the leadership necessary to address the challenges of providing safe and affordable <br />housing. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA, as follows: <br />SECTION I. On behalf of all the residents of the City of South Bend, Indiana, <br />the Common Council hereby publicly congratulates the South Bend Housing Authority as <br />it celebrates its 50th anniversary. <br />SECTION II. The Common Council further publicly commends and congratulates all <br />of the individuals who have given their time, talents, and leadership over the past <br />50 years to make the South Bend Housing Authority, what it is today. <br />SECTION III. Council Member Ladewski <br />made the presentation for the resolution. He indicated the thousands of people have <br />benefited by having safe and affordable housing made available through the Housing <br />Authority. Alonzo Watson, Director of the Housing Authority, spoke in favor of the <br />resolution. Council Member Luecke made a motion to adopt the resolution, seconded <br />by Council Member Coleman. The resolution was adopted by a roll call vote of nine <br />ayes. <br />Council Member Coleman made a motion to resolve into the Committee of the Whole, <br />seconded by Council Member Zakrzewski. The motion carried <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Committee of the Whole on March 25, 1991 at 7:15 p.m., with nine members present. <br />Chairman Duda presiding. <br />BILL NO. 14 -91 A BILL APPROPRIATING $37,500.00 FROM THE U.S. EQUAL EMPLOYMENT <br />OPPORTUNITY COMMISSION FOR THE PURPOSE OF DEFRAYING THE EXPENSES <br />OF THE SOUTH BEND HUMAN RIGHTS COMMISSION OF THE CITY OF SOUTH <br />BEND, INDIANA FOR THE YEAR BEGINNING OCTOBER 1, 1990, AND ENDING <br />SEPTEMBER 30, 1991. <br />
