<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Council Member Slavinskas
<br />stated that the Zoning & Vacation Committee met on this bill and sends it to the
<br />Council with no recommendation. Kevin Joyce, Area Plan gave the staff report.
<br />John Hunt, Director Economic Development and Larry Koepfle, Economic Development
<br />Specialist made the presentation on the bill. They stated that the bill would
<br />create a special district to be named the "East Bank Parking District." Within
<br />this District, certain off - street parking requirements for specifically identified
<br />uses will be established. The indicated that the objective of the proposal is to
<br />give recognition to public on- street parking developments and shared parking
<br />possibilities of future East Bank uses. Gaylen Allsop, 202 S. Michigan St., spoke
<br />in favor of the bill. Bernie Dietrich, 922 E. Jefferson Blvd., spoke in favor of
<br />the bill. T. Brook Brademas, 425 N. Michigan St., spoke opposed to the bill.
<br />Council Member Luecke made a motion to continue this bill to the April 23, 1990
<br />meeting of the Council, seconded by Council Member Slavinskas. The motion was
<br />defeated by a roll call vote of 3 ayes (Council Members Luecke, Slavinskas and
<br />Soderberg) and 6 nays. Council Member Niezgodski made a motion to recommend this
<br />bill to the Council favorable, seconded by Council Member Voorde. The motion
<br />carried by a roll call vote of 5 ayes and 4 nays (Council Members Zakrzewski,
<br />Soderberg Slavinskas and Luecke)
<br />BILL NO. 23 -90 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA
<br />APPROPRIATING THREE THOUSAND EIGHT HUNDRED FIFTY -TWO DOLLARS
<br />($3,852.00) FROM THE STANLEY COVELESKI REGIONAL STADIUM FUND.

<br />stated that the Personnel &Finance Committee met on this bill and recommends its to
<br />the Council favorable. John Leisenring, Deputy Controller, made the presentation
<br />on the bill. He stated that the bill would allow for the installation of a
<br />combination gate and check valves in the locker room at the Stanley Coveleski
<br />Regional Stadium Fund. Council Member Voorde made a motion to recommend this bill
<br />to the Council favorable, seconded by Council Member Puzzello. The motion carried.

<br />MUNICIPAL CODE TO ADD SUBSECTIONS 21 -89.5, 21 -102.5
<br />AND 21 -104.5 ENTITLED EAST BANK PARKING DISTRICT.
<br />This bill had third reading. Council Member Coleman made a motion to pass this
<br />bill, seconded by Council Member Niezgodski. The bill passed by a roll call vote
<br />of five ayes and four nays (Council Members Slavinskas, Luecke, Soderberg and
<br />Zakrzewski.)
<br />ORDINANCE NO. 8084 -90 AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF
<br />SOUTH BEND, INDIANA APPROPRIATING THREE THOUSAND
<br />EIGHT HUNDRED FIFTY -TWO DOLLARS ($3,852.00) FROM THE
<br />STANLEY COVELESKI REGIONAL STADIUM FUND.
<br />This bill had third reading. Council Member Puzzello made a motion to pass this
<br />bill, seconded by Council Member Voorde. The bill passed by a roll call vote of
<br />nine ayes.

<br />SOUTH BEND DESIGNATING CERTAIN AREAS WITHIN THE CITY
<br />OF SOUTH BEND, INDIANA COMMONLY KNOWN AS 115 N. NILES
<br />AVENUE, AN ECONOMIC REVITALIZATION AREA FOR PURPOSES
<br />OF A 10 YEAR REAL PROPERTY TAX ABATEMENT FOR
<br />NILES /WASHINGTON ASSOCIATES.
<br />WHEREAS, a petition for real property tax abatement has been filed with the City
<br />Clerk for consideration by the Common Council of the City of South Bend, Indiana
<br />requesting that the area commonly known as 115 N. Niles, South Bend, Indiana and
<br />which is more particularly described as follows:
