The Council condemns the use of force by the Soviet Union to suppress <br />Lithuania's democratic aspirations a gross violation of human rights. <br />SECTION IV. The Council urges President Bush to recognize an independent and <br />democratic Lithuania at the earliest possible time, and urges the President to seek ' <br />political support among our allies for Lithuanian self- determination. <br />SECTION V. The Common Council further recommends that a copy of this Resolution be <br />sent to President Bush and to the Honorable Vytautas Landsbergis, President of the <br />Republic of Lithuania, as a symbol of our support. <br />SECTION VI. This Resolution shall be in full force and effect from and after its <br />adoption by the Common Council and approval by the Mayor. Council Member <br />Slavinskas, 5th District made the presentation on the bill. K. C. Pocius, Member <br />of the Lithuanian Council of America spoke in favor of the bill. Rasa Silkaitis, <br />5326 Kindig Dr. spoke in favor of the bill. Loretta Duda, South Bend Common <br />Council Member At- Large, spoke in favor of the bill. Patrick Horsbrugh, 916 St. <br />Vincent St. spoke in favor of the bill. He stated that copies should be sent to <br />the State Department, Embassy of the Soviet Union and the Consulate in Chicago. <br />Mr. Pocius indicated that he would send copies to the necessary departments. <br />Council Member Niezgodski made a motion to adopt this resolution, seconded by <br />Council Member Coleman. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Committee of the Whole on April 9, 1990, at 7:15 p.m., with nine members present. <br />Chairman Coleman presiding. <br />BILLS. THIRD READING <br />BILL NO. 2 -90 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 625 <br />NORTH EDDY STREET IN THE CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents ' <br />and opponents were given an opportunity to be heard. Council Member Slavinskas <br />stated that the Zoning & Vacation Committee met on this bill and recommends this <br />bill unfavorable to the Council. Kevin Joyce, Area Plan Commission gave the staff <br />report. Mike Danch, Peirce & Associates, 52578 U. S. 33 North made the formal <br />presentation on the bill. He stated that the petitioner is requesting a zone <br />change to allow for a beauty /barber shop. Mike Sutherland, 1638 N. Huey, owner of <br />the property spoke in favor of the bill. Clarence Sutherland, 440 N. Sunnyside, <br />spoke in favor of the bill. Anthony Smith, spoke in favor of the bill. Mildred <br />Sutherland, 440 N. Sunnyside, spoke in favor of the bill. Art Quigley, 1019 N. <br />Frances, North East Neighborhood Association spoke opposed to the bill. He stated <br />he received phone calls regarding this rezoning. He indicated that this is a <br />classic case of spot zoning. Dortha Paxon, 712 N. Frances spoke opposed to the <br />bill. Council Member Niezgodski made a motion to recommend this bill unfavorable, <br />seconded by Council Member Puzzello. The motion carried. <br />BILL NO. 4 -90 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 710 <br />EAST COLFAX AVENUE IN THE CITY OF SOUTH BEND, INDIANA. <br />Council Member Slavinskas made a motion to continue this bill to the April 23, 1990 <br />meeting of the Council as requested by the petitioner, seconded by Council Member <br />Zakrzewski. The motioned carried. <br />BILL NO. 9 -90 A BILL AMENDING CHAPTER 21 OF THE SOUTH BEND MUNICIPAL CODE TO <br />ADD SUBSECTIONS 21 -89.5, 21 -102.5 AND 21 -104.5 ENTITLED EAST <br />
