H <br />REGULAR MEETING JANUARY 8, 1990 <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Slavinskas <br />stated that the Zoning & Vacation Committee met on this bill and recommends it to <br />the Council favorable. Anthony George, 1602 Devon Circle made the presentation on <br />the bill. He indicated that the vacation would allow ingress and egress to parking <br />for a newly built building. Tim Hacker, 1120 S. Spring spoke in favor of the <br />bill. He stated that he owns the property at 210 S. St. Louis Blvd. Council <br />Member Slavinskas made a motion to recommend this bill to the Council favorable, <br />seconded by Council Member Duda. The motion carried. <br />BELL NO. 118 -89 A BILL APPROPRIATING $5,546.00 RECEIVED FROM T11-_ STATE OF <br />INDIANA DEPARTMENT OF HUMAN SERVICES, EMERGENCY SHELTER GRANT <br />PROGRAM. <br />Council Member Luecke made a motion to continue this bill to the January 22, 1990 <br />meeting of the Common Council, seconded by Council Member Duda. The motion <br />carried. <br />BILL NO. 119 -89 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA <br />AMENDING CHAPTER 2, ARTICLE 6, COMMONLY REFERRED TO AS TAX <br />ABATEMENT PROCEDURES. <br />Council Member Luecke made a motion to continue this bill to the January 22, 1990 <br />meeting of the Common Council, seconded by Council Member Duda. The motion <br />carried. <br />BILL NO. 122 -89 SECOND READING ON A BILL OF THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA, CONCERNING THE SALE OF PROPERTY AT 1733 <br />EAST NORTHSIDE BOULEVARD. <br />Council Member Luecke made a motion to continue this bill indefinitely, seconded <br />Council Member Zakrzewski. The motion carried. <br />BILL NO. 123 -89 SECOND READING ON A BILL OF THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA APPROVING A LEASE FOR CERTAIN LAND AND <br />PUBLIC IMPROVEMENTS BETWEEN THE SOUTH BEND REDEVELOPMENT <br />AUTHORITY AND THE SOUTH BEND REDEVELOPMENT COMMISSION. <br />This being the time heretofore set for public hearing on the above bill, proponent: <br />and opponents were given an opportunity to be heard. Council Member Luecke stated <br />that the Human Resources and Economic Development Committee met on this bill and <br />recommends it to the Council favorable. Ann Kolata, Deputy Executive Director <br />Redevelopment Department made the presentation on the bill. She stated that the <br />bill would approve a lease between the South Bend Redevelopment Authority and the <br />South Bend Redevelopment Commission for certain land and public improvements in the <br />South Bend Central Development Area. She indicated that the lease establishes a <br />maximum annual rental payment of $749,000. This amount is estimated and will be <br />lowered after bids are received for the construction of the public improvements. <br />She stated that the Commission will use Tax Increment Finance funds to make the <br />lease payments. Council Member Niezgodski made a motion to recommend this bill to <br />the Council favorable, seconded by Council Member Puzzello. The motion carried. <br />There being no further business to come before the Committee of the Whole, Council <br />Member Puzello made a motion to rise and report to the Council, seconded by Counci: <br />Member Zakrzewski. The motion carried. <br />ATTEST: ATTEST: <br />qty Clerk <br />REGULAR MEETING RECONVENED <br />Chairman <br />Be it remembered that the Common Council of the City of South Bend reconvened in <br />the Council Chambers on the fourth floor of the County -City Building at 7:30 p.m. <br />Council President Zakrzewski presiding and eight members present. <br />BILLS, THIRD READING <br />ORDINANCE NO. 8055 -90 AN ORDINANCE AMENDING THE ZONING ORDINANCE AND <br />ESTABLISHING AN HISTORIC LANDMARK FOR PROPERTY <br />LOCATED AT 729 COTTAGE GROVE, IN THE CITY OF SOUTH <br />BEND, INDIANA. <br />This bill had second reading. Council Member Luecke made a motion to pass this <br />bill, seconded by Council Member Slavinskas. The bill passed by a roll call vote <br />of eight ayes. <br />ORDINANCE NO. 8056 -90 AN ORDINANCE AMENDING THE ZONING ORDINANCE, AND <br />ESTABLISHING AN HISTORIC LANDMARK FOR PROPERTY <br />LOCATED AT 713 CUSHING, IN THE CITY OF SOUTH BEND, <br />INDIANA. <br />
