REGULAR MEETING <br />JANUARY 8, 1990 <br />- Be it remembered that the -Common - Council- of the City -of -South .Bend -- met -in the - - -- <br />Council Chambers of the County -City Building on Monday, January 8, 1990, at 7:00 <br />p.m. The meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Luecke, Niezgodski, <br />Soderberg, Puzzello, Slavinskas, <br />Zakrzewski, Coleman, Duda <br />Absent: Voorde <br />REPORT FROM THE SUB - COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />The sub - committee has inspected the minutes of the December 18, 1989 and the <br />January 1, 1990 meetings of the Council and found them correct. <br />Therefore, we recommend the same be approved. <br />/s/ Thomas Zakrzewski <br />/s/ Ann Puzzello <br />Council Member Coleman made a motion that the minutes of the December 18, 1989 and <br />the January 1, 1990 , meetings of the Council be accepted and placed on file, <br />seconded by Council Member Luecke. The motion carried. <br />SPECIAL BUSINESS <br />Council Member Puzzello made a motion to reappoint Kathleen Cekanski - Farrand as <br />Council Attorney for the year 1990, seconded by Council Member Luecke. The motion <br />carried. <br />Council Member Niezgodski made a motion to reappoint John Voorde as the Council <br />representative to Center City Associates, seconded by Council member Duda. The <br />motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Committee of the Whole on January 8, 1990, at 7:04 p.m., with eight members <br />present. Chairman Coleman presiding. <br />BILL NO. 113 -89 <br />A BILL AMENDING THE ZONING ORDINANCE AND ESTABLISHING AN <br />HISTORIC LANDMARK FOR PROPERTY LOCATED AT 729 COTTAGE GROVE, IN <br />THE CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. John Oxian, Vice President <br />Historic Preservation Commission made the presentation on the bill. He indicated <br />that the purpose of the bill to to designate the property at 729 Cottage Grove a <br />Historic Landmark. Kevin Gorham, 729 Cottage Grove spoke in favor of the bill. He <br />indicated that the designation of a Historic Landmark will help to restore the home <br />to it original design and stabilize the neighborhood by keeping the homes in tact. <br />Council Member Slavinskas stated that the Zoning & Vacation Committee met on this <br />bill and recommends it to the Council favorable. Council Member Luecke made a <br />motion to recommend this bill to the Council favorable, seconded by Council Member <br />Duda. The motion carried. <br />BILL NO. 114 -89 A BILL AMENDING THE ZONING ORDINANCE, AND ESTABLISHING AN <br />HISTORIC LANDMARK FOR PROPERTY LOCATED AT 713 CUSHING, IN THE <br />CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. He indicated <br />that the purpose of the bill is to designate 713 Cushing as a Historic Landmark. <br />Council Member Slavinskas stated that the Zoning & Vacation Committee met on this <br />bill and recommends it to the Council favorable. Council Zakrzewski made a motion <br />to recommend this bill to the Council favorable, seconded by Council Member Duda. <br />The motion carried. <br />BILL NO. 116 -89 <br />A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: A PORTION OF <br />WEST WAYNE RIGHT -OF -WAY FROM LOT *288 OF THE ORIGINAL PLAT OF <br />SOUTH BEND. <br />Council Member Slavinskas made a motion to continue this bill to the January 22, <br />1990 meeting at the request of the petitioner, seconded by Council Member <br />Zakrzewski. The motion carried. <br />BILL NO. 121 -89 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: 1ST <br />EAST -WEST ALLEY SOUTH OF JEFFERSON BLVD. AND BETWEEN ST. LOUIS <br />BLVD. AND THE 1ST NORTH -SOUTH ALLEY EAST OF ST. LOUIS BLVD. <br />
