BILL NO. 40 -81 <br />ORDINANCE NO. 6914 -81 <br />AN ORDINANCE FIXING THE ANNUAL PAY OF POLICE <br />OFFICERS FOR THE CALENDAR YEARS OF 1982, 1983, <br />AND 1984. <br />STATEMENT OF PURPOSE AND INTENT <br />The Common Council of the City of South Bend, Indiana <br />recognizes that Indiana Code Section 18- 1 -11 -2 specifically authorizes <br />the Common Council to set salaries for the Police Department. <br />The Council further recognizes that its' Wage Committee and <br />the Police Officers' Wage Committee met on several occasions to discuss <br />the annual pay for Police Officers in 1982, 1983, and 1984. <br />The Common Council believes that the following three -year <br />salary schedule is a fair and equitable pay package which recognizes <br />some of the many needs of the Police Officers. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE <br />CITY OF SOUTH BEND, INDIANA, as follows: <br />SECTION I. (a) The Common council of the City of South Bend, <br />Indiana, recognizes the Wage Committee of the Fraternal Order of <br />Police, Lodge No. 36, as the sole bargaining unit for the annual <br />salaries and fringe benefits for members of the South Bend Police <br />Department, excluding the Police Chief, Division Chiefs, and Captains. <br />(b) The Council further recognizes and designates the Police <br />Chief, Divisions Chiefs and Captains as the management members of the <br />department. <br />(c) The annual pay for the officers and sworn members of the <br />Police Department of the City of South Bend for the 1982, 1983 and <br />1984 calendar years, by rank shall be as follows: <br />Police Chief <br />Division Chief <br />Captains <br />Lieutenants <br />Sergeants <br />Corporal <br />Patrolman First Class <br />1982 <br />27,680.00 <br />25,280.00 <br />23,080.00 <br />19,680.00 <br />18,680.00 <br />17,680.00 <br />14,650.00 <br />1983 <br />29,130.00 <br />26,730.00 <br />24,530.00 <br />21,130.00 <br />20,130.00 <br />19,130.00 <br />16,100.00 <br />1984 <br />30,630.00 <br />28,230.00 <br />26,030.00 <br />22,630.00 <br />21,630.00 <br />20,630.00 <br />17,750.00 <br />The first service year for a police officer commences upon <br />his being sworn in as a police officer. The police officer shall <br />obtain his second service year on the next succeeding first day of <br />January until he attains the maximum salary for the particular rank <br />he may hold. <br />(d) The Common Council recognizes that recruits are not sworn <br />police officers. However in the interest of establishing an equitable <br />salary for recruits it hereby establishes their salary as follows: <br />1982 <br />$12,650.00 <br />1983 <br />$14,100.00 <br />$15,750.00 <br />SECTION II. The foregoing salary schedule is subject to <br />renegotiation only if the Indiana Property Tax Control Program of 1973, <br />as amended, is totally abolished so that the City of South Bend could <br />establish its' own property tax rate, or if the South Bend Common <br />Council adopts a Local Option Income Tax Program. <br />
