BILL NO. 40 -81 ORDINANCE NO. 6914 -81 AN ORDINANCE FIXING THE ANNUAL PAY OF POLICE OFFICERS FOR THE CALENDAR YEARS OF 1982, 1983, AND 1984. STATEMENT OF PURPOSE AND INTENT The Common Council of the City of South Bend, Indiana recognizes that Indiana Code Section 18- 1 -11 -2 specifically authorizes the Common Council to set salaries for the Police Department. The Council further recognizes that its' Wage Committee and the Police Officers' Wage Committee met on several occasions to discuss the annual pay for Police Officers in 1982, 1983, and 1984. The Common Council believes that the following three -year salary schedule is a fair and equitable pay package which recognizes some of the many needs of the Police Officers. NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, as follows: SECTION I. (a) The Common council of the City of South Bend, Indiana, recognizes the Wage Committee of the Fraternal Order of Police, Lodge No. 36, as the sole bargaining unit for the annual salaries and fringe benefits for members of the South Bend Police Department, excluding the Police Chief, Division Chiefs, and Captains. (b) The Council further recognizes and designates the Police Chief, Divisions Chiefs and Captains as the management members of the department. (c) The annual pay for the officers and sworn members of the Police Department of the City of South Bend for the 1982, 1983 and 1984 calendar years, by rank shall be as follows: Police Chief Division Chief Captains Lieutenants Sergeants Corporal Patrolman First Class 1982 27,680.00 25,280.00 23,080.00 19,680.00 18,680.00 17,680.00 14,650.00 1983 29,130.00 26,730.00 24,530.00 21,130.00 20,130.00 19,130.00 16,100.00 1984 30,630.00 28,230.00 26,030.00 22,630.00 21,630.00 20,630.00 17,750.00 The first service year for a police officer commences upon his being sworn in as a police officer. The police officer shall obtain his second service year on the next succeeding first day of January until he attains the maximum salary for the particular rank he may hold. (d) The Common Council recognizes that recruits are not sworn police officers. However in the interest of establishing an equitable salary for recruits it hereby establishes their salary as follows: 1982 $12,650.00 1983 $14,100.00 $15,750.00 SECTION II. The foregoing salary schedule is subject to renegotiation only if the Indiana Property Tax Control Program of 1973, as amended, is totally abolished so that the City of South Bend could establish its' own property tax rate, or if the South Bend Common Council adopts a Local Option Income Tax Program.
