Kaman <br />Director, Administration and <br />Finance <br />CITY of SOUTH BEND <br />ROGER 0 PARENT, Mayor <br />COUNTY -CITY BUILDING SOUTH BEND, INDIANA 46601 <br />Members of the Common Council <br />4th Floor Council Chambers <br />County -City Building <br />South Bend, Indiana 46601 <br />Dear Council Members: <br />December 2, 1980 <br />Attached is a proposed ordinance <br />which established the Liability <br />Fund and authorized payment for <br />coordinators. <br />219/284 -9742 <br />amending Ordinance No. 6657 -79 <br />Insurance Premium and Reserve <br />certain departmental safety <br />This proposed ordinance deletes the authorization for payment <br />of certain departmental safety coordinators. Our experience <br />with self- insurance has demonstrated that a more effective method <br />of establishing voluntary compliance with safety goals of the <br />City is the development of a full network of safety and health <br />awareness. To that end, safety committees have been established <br />within the City structure based on geographic location, number of <br />employees, and similarity of work performed. The functioning of <br />these committees, members of whom would serve without additional <br />compensation, will replace and build on the responsibilities <br />originally contemplated for the departmental safety coordinators. <br />Therefore, payment of departmental safety coordinators is no longer <br />a necessary component of the self- insurance safety program. <br />I shall be happy to discuss this proposed ordinance with you and <br />answer any questions you may have. <br />Very truly yours, <br />Joseph E.
