AGENDA REVIEW SESSION JANUARY 23, 2025 9 <br /> <br />The Agenda Review Session of the Board of Public Works was convened at 10:30 a.m. on January <br />23, 2025, by Board President Elizabeth A. Maradik, Vice President Joseph Molnar, and Board <br />Members Gary Gilot, Murray Miller, Breana Micou, and Board Attorney Michael Schmidt present. <br />The Board of Public Works Clerk, Theresa Heffner, presented the Board with a proposed agenda <br />of items presented by the public and by City Staff. <br /> <br />Board members discussed the following item(s) from the agenda: <br /> <br />CHANGE ORDERS <br />Mr. Miller asked if item 6. A.: Raclin Murphy Encore Center is for AEP stuff or is it for changes <br />to the parking lot. <br /> <br />Project Manager Patrick Sherman noted that there were several things involved. The biggest <br />thing was a lot of underground obstructions found on the site, so they were unforeseen <br />conditions. There's a lot of concrete foundations because it was old and that amounted to <br />probably around $75,000 with those. There were also smaller things they had to do with Fire <br />Department for safety, so those were all offset. There was also scope in the parking lot behind <br />the parking garage that we planned on doing on the site, but we are eliminating a lot of that <br />scope. So that we don't have to rip up new stuff, so it kind of balanced it out down to 21,000. <br /> <br />President Maradik seeking clarification noted that the paperwork shows there are days added to <br />the contract that aren’t listed on the agenda. <br /> <br />Project Manager Sherman advised that this is change order two (2), the change order number one <br />(1) added those days. There are no days added for this change order. <br /> <br /> <br />OPENING OF QUALIFICATIONS <br />Mr. Gilot asked if protection of the warranty on the roof would be part of the scope for item 4. <br />A.: SBFD & MLK Solar Guaranteed Savings Contract since they would be putting solar on right <br />after the roofs were replaced. <br /> <br />Project Manager Lidya Abreha noted that there is a twenty (20) year warranty. <br /> <br />Mr. Gilot asked if adding roof penetrations in order to attach the solar, does it adversely impact <br />the warranty or does it put the responsibility on solar. <br /> <br />Project Manager Abreha stated that they haven’t negotiated that yet, but it would be an item to <br />discuss with them. <br /> <br />Project Manager Sherman advised that the MLK roof was specifically designed to hold a solar <br />array and all the penetrations needed for all the electrical, etc., so there would be no penetrations <br />on adding a solar array. <br /> <br />Mr. Gilot asked if the same thing could be done with the SBFD roof. <br /> <br />Project Manager Abreha noted that when they bid it out, it was communicated, though it is a new <br />tool, but she thought it could work. <br /> <br />LICENSES AND PERMITS <br />Mr. Gilot asked if item 11. B. 2.: SBPD/Flock Group Inc. was legal in Indiana and if it was a <br />recent law change. <br /> <br />Director of Public Works Horvath advised that they have been using them for years now and <br />they don’t get access directly, so it goes through a third-party provider. He added that they read <br />license plates and flags if there’s a license plate of concerns that they have some reason that it <br />should be flagged, like child abduction. <br /> <br />Mr. Gilot stated that it’s not for running stop lights. He remembered a prohibition against red <br />light enforcement by camera only without a police officer observing it, so he was surprised to see <br />the city adding cameras for license plates.
