r <br />Staff Report <br />APC # 2421-07 <br />Owner: Wennigsen LLC <br />Location: The northwest corner of Ireland Road and Lafayette Boulevard <br />Jurisdiction: City of South Bend <br />Requested Action: <br />The petitioner is requesting a zone change from SF1 Single Family and Two Family District to <br />CB Community Business District to allow amulti-tenant retail facility. <br />Land Uses and Zoning: <br />On site: On site is a single family home zoned SF1 Single Family and Two Family <br />Residential District. <br />North: To the north is an industrial business zoned GI General Industrial District. <br />East: To the east are single family homes zoned SF2 Single Family and Two Family <br />District. <br />South: To the south are commercial businesses zoned CB Community Business District. <br />West: To the immediate west is undeveloped property zoned SF1 Single Family and <br />Two Family District and further west is an industrial business zoned GI General <br />Industrial District. <br />District uses and development standards: <br />The "CB" Community Business District is established to provide a location for high volume and <br />high intensity commercial uses. Activities in this district are often large space users which may <br />include limited amounts of outdoor sales or outdoor operations. <br />Site plan description: <br />The site is approximately 1.54 acres. A proposed one story 10,000 square foot multi-tenant <br />building will cover 15% of the site. Parking and pavement covers 62% of the site. The <br />remaining 23°Io of the site will consist of open space. Sixty nine (69) parking spaces are provided <br />for the development. The site has two access points off of Lafayette Boulevard. <br />Zoning and land use history & trends: <br />The current trend in the area is towards commercial development. Immediately south across <br />Ireland Road is the new Erskine Commons where Wal-Mart and Lowes have just been built. <br />Traffic and transportation considerations: <br />Ireland Road has four lanes. Lafayette Boulevard has two lanes. <br />5 Criteria (per IC 36-7-4-603): <br />1.
