PARENT Mayor COUNTY -CITY BUILDING SOUTH BEND, INDIANA 48801 Neighborhood Code Enforcement 219/284.9488 219/284.9498 219/284.9808 Members of the City Council 440 County City Building South Bend, IN Dear Council Members: The proposed establishment of the Code Enforcement Department will require the upgrading of five (5) positions because of increased responsibilities. An increased salary is requested for the following positions: Director, Assistant Director, Chief Inspector, Administrative Services Director and Housing Specialist. The Director will be responsible for organizing and supervising a department consisting of forty -one people. Presently the Director supervises a bureau with twenty -seven employees. The Assistant Director will be responsible for directing the Department of Code Enforcement in the absence of the Director. In addition the Assistant Director is responsible for directing thirteen personnel, supervising the Citizen Request Center, responsible for resolving environ- mental problems and responsible for supervising the enforcement of all nuisance ordinances, abandoned vehicles and animal problems. The Chief Inspector will be responsible for supervisng seventeen inspectors, one housing specialist and one secretary. Presently the Chief Inspector supervises nine inspectors. The Administrative Services Director will be responsible for developing and implementing new inspection reporting systems for the building inspectors; coordinating the issuance of building and demolition permits and will be responsible for all fiscal matters for the department. The Housing Specialist will assist the Chief Inspector and will be respon- sible for assisting with Bureau of Housing final inspections, testifying at Code Enforcement hearings and reviewing substandard housing inspection reports.
