PARENT Mayor <br />COUNTY -CITY BUILDING SOUTH BEND, INDIANA 48801 <br />Neighborhood Code Enforcement <br />219/284.9488 <br />219/284.9498 <br />219/284.9808 <br />Members of the City Council <br />440 County City Building <br />South Bend, IN <br />Dear Council Members: <br />The proposed establishment of the Code Enforcement Department will <br />require the upgrading of five (5) positions because of increased <br />responsibilities. <br />An increased salary is requested for the following positions: <br />Director, Assistant Director, Chief Inspector, Administrative Services <br />Director and Housing Specialist. <br />The Director will be responsible for organizing and supervising a <br />department consisting of forty -one people. Presently the Director <br />supervises a bureau with twenty -seven employees. <br />The Assistant Director will be responsible for directing the Department <br />of Code Enforcement in the absence of the Director. In addition the <br />Assistant Director is responsible for directing thirteen personnel, <br />supervising the Citizen Request Center, responsible for resolving environ- <br />mental problems and responsible for supervising the enforcement of all <br />nuisance ordinances, abandoned vehicles and animal problems. <br />The Chief Inspector will be responsible for supervisng seventeen inspectors, <br />one housing specialist and one secretary. Presently the Chief Inspector <br />supervises nine inspectors. <br />The Administrative Services Director will be responsible for developing <br />and implementing new inspection reporting systems for the building <br />inspectors; coordinating the issuance of building and demolition permits <br />and will be responsible for all fiscal matters for the department. <br />The Housing Specialist will assist the Chief Inspector and will be respon- <br />sible for assisting with Bureau of Housing final inspections, testifying <br />at Code Enforcement hearings and reviewing substandard housing inspection <br />reports. <br />
