Technical Approach: Project Summary for Carroll County Schools <br />i. Carroll County Schools, Carrollton, Kentucky <br />ii. Mr. Jon Conrad, Chief Financial Officer, Carroll County Schools, 813 <br />Hawkins Street, Carrollton, KY 41008: (502) 702-7070 <br />iii. CMTA acted as the energy performance contractor for this project. <br />iv. This was a guaranteed energy performance contract. <br />v. Contract Amount: $5,835,170; Term: 20 years <br />vi. This overall project encompassed 321,835 square feet. The scope <br />included: <br />• Installation of a 90.4 kW solar array at Cartmell Elementary <br />School, which partially offsets the building's power load <br />• Comprehensive LED lighting replacements and retrofits for several facilities, including Carroll County High School, <br />Carroll County Middle School, Cartmell Elementary School, and Kathryn Winn Primary School <br />• New direct digital HVAC control system to monitor, diagnose, and troubleshoot HVAC systems at Carroll County <br />High School <br />• Integration of existing controls at Carroll County Middle School, Cartmell Elementary School and Kathryn Winn <br />Primary School into a common web -based control system <br />• Converting Carroll County High School from a boiler/tower two -pipe unit ventilator facility to a high -efficiency <br />geothermal water -source heat pump facility, including controlled outdoor air ventilation and new gymnasium units <br />for proper conditioning <br />The types of equipment included: <br />• Solar Modules: 400W REC Solar Module <br />• Inverter and Rapid Shutdown Device: SolarEdge P960 Power Optimizer <br />• PV Racking: 5 Degree Ballasted Flat Roof System <br />• Balance of System (Disconnects, AC Combiner Panels): SquareD <br />• Communications/Monitoring: SolarEdge Production & Consumption Monitoring <br />vii. Carroll County Schools received an Elementary and Secondary School Emergency Relief (ESSER) fund amount of $3,297,020 <br />that paid for part of the project scope. The remaining project scope is funded by guaranteed energy savings. <br />viii. The contract was signed February 7, 2022. Construction began in June 2022 as projected and ended in October 2022 as <br />projected. <br />ix. The projected annual utility savings in dollars is $131,136; in energy/water the annual electric savings are 853,064 kWh and <br />1,734 kW, and the annual natural gas savings are 23,328 therms. There are no water savings. <br />x. The actual and measured annual utility savings for Year 1, 2023, in dollars is $140,240, for an excess savings of $9,104. For <br />the actual savings in energy/water, the annual electric savings were 1,185,076 kWh and 1,369 kW, and the annual natural <br />gas savings were 16,035 therms.
