This collaborative effort integrates Owner input and addresses concerns throughout the design phase.
Once a project is in construction, our full-time onsite Construction Managers oversee daily operations, enforcing quality, safety,
and compliance with specifications. They promptly address any issues that arise, ensuring facility staff have a consistent point of
contact and remain actively engaged from project inception to completion. Our Project Manager and Construction Managers
maintain direct lines of communication with facility personnel, ensuring ongoing transparency and involvement throughout the
project lifecycle.
b. Identify which portions of the project you intend to implement with subcontractors and how the subcontractors will interact
with the Owner.
As discussed in Section 3, CMTA has all the required technical and construction management expertise on staff to design and
stamp drawings, calculate energy savings, model building performance, manage subcontractors during construction, commission
systems after installation and measure and verify systems performance. The following graphic illustrates the types of work that
CMTA implements, as well as what subcontractors are assigned.
d. Explain any experience you have with IRA rebates or how you intend to maximize direct pay through the implementation of
the project.
With the Inflation Reduction Act, tax-exempt entities can now receive a new Direct Pay Investment Tax Credit (ITC), which applies
to solar installations, geothermal ground source heat pump systems, and other energy property. CMTA is uniquely positioned to
advise on how to maximize the impact of this legislation and secure applicable credits for Owners.
The ITC begins as a base 25.5% tax credit for a project financed by a tax-exempt loan. Additional incentives, like domestic
manufacturing and location of the project in a low-income area, are available to further increase the tax incentive by 10% each.
Every opportunity to increase the value of the tax credit for the City of South Bend will be explored. CMTA has recently helped
the following entities receive IRA funding:
Page 1 11 Page content is proprietary and confidential
7 — Project Management Approach
Performance Contracting I MEP Engineering I Zero Energy Engineering I Technology I Commissioning
