Project Management Approach <br />a. Describe how you will manage the project. Discuss minimizing risk to owner, project scheduling and staying on schedule, <br />quality assurance, and working with Owner's facility staff. <br />Minimizing Risk to Owner. CMTA provides the most comprehensive value-added project as a result of our holistic viewpoint, <br />high -performing building expertise, and proven ability to produce greater energy savings when measured by a utility meter. <br />CMTA assumes the lead role throughout the entire energy savings performance contract in order to ensure the project stays on <br />track. We handle all of the engineering and management work in-house so that we control100% of the technical aspects of the <br />project, rather than third parties. This ensures that the design and implementation meet our standards and that our results <br />outperform the competition's. For all labor and trade work, we use a transparent bid process with open book pricing to select <br />quality subcontractors, preferably local to the surrounding area. <br />We also maintain continuous open communication to ensure the City of South Bend's input and interests are thoroughly <br />addressed, from selection through measurement and verification for the full term of the contract. Subconsultants will report <br />directly to CMTA. Using this approach, we have achieved outstanding outcomes on all of our ESPC projects, resulting in the <br />greatest long-term value to our clients. <br />Scheduling: CMTA's method for success on all our projects is to establish a Critical Path Method (CPM) schedule. This schedule <br />identifies all project -related tasks and scopes of work for design, construction, commissioning, training, and measurement and <br />verification. The result of this process is that we have never missed a construction completion date on any of our ESPC projects. <br />CMTA typically prepares a CPM schedule for each project using SmartSheet scheduling software. However, we are open to <br />utilizing any scheduling software preferred by our clients. SmartSheet is a user-friendly web -based scheduling program similar <br />to Microsoft Excel that provides real-time remote viewing of the project schedule from any device with internet access. We <br />provide the appropriate login credentials that allow our clients to view and comment on the schedule remotely. <br />The schedule details all tasks and dates required to complete the pre -design audits and client reviews, engineering design, and <br />approvals, financing administration, bidding, and construction procedures for all ECMs identified in the project. All timeline <br />milestones are identified, and a summary schedule showing critical milestones is also provided. <br />Since we utilize real-time web -based scheduling software, our CPM schedule is updated in real-time to reflect changes and <br />variances in the progress of the project. The CMTA project manager alerts our clients in advance of all schedule changes, and our <br />clients have the option to log in anytime and review the real-time schedule. CMTA's onsite construction managers work to ensure <br />that there are no delays and manage and resolve all coordination issues between subcontractors directly. In addition, our clients <br />are invited to weekly construction meetings with subcontractors at each site. <br />Quality Assurance: Our team understands that a quality set of drawings is critical to minimizing change orders, as well as <br />adhering to the project budget and schedule. In addition, engineers must conduct accurate fieldwork, including managing <br />phasing, curtailing disruption, minimizing/eliminating costly change orders, and safeguarding trouble -free system operation. <br />During the construction document phase, the quality assurance process focuses on items such as final drawing and specification <br />review. For example, we review the final sizes of electrical panels and circuits and the fit of ductwork with respect to structure <br />and ceiling heights. At this stage, BIM is a great tool to expedite this review while allowing a more in-depth look at clash detection, <br />fit, and coordination issues. <br />At CMTA, quality assurance team meetings happen throughout design and construction. These meetings occur regularly with <br />different goals and objectives, depending on the phase. Our QC process is structured to deliver high -quality design. Meeting notes <br />and QC reviews are living documents that team members access for successful project continuity. Additionally, regular owner <br />review meetings are conducted during the design phase to solicit input and feedback on design direction and progress. The <br />Owner review process during a CMTA ESPC project should be no different than a traditional plan/spec construction process. <br />Working with Facility Staff. As a design consultant for the past 57 years, CMTA has consistently partnered with Owners to <br />develop and enforce stringent design standards across every project. Our commitment to this effort led us to establish a <br />performance contracting division, ensuring clients avoid substandard equipment and quality often associated with GESPC projects. <br />All of our GESPC projects integrate our national leading design expertise, featuring engineered drawings for HVAC, lighting, solar, <br />DDC controls, and all other ECMs. These drawings thoroughly define project scopes and integrate Owner -specific design standards. <br />CMTA ensures the active involvement and cooperation of facility staff through continuous open communication and treating <br />each project as a long-term partnership.
