Soils and Water Table Review Requirement Ordinance <br />Page 3 <br />(b) The Building Commissioner, or his/her authorized designee shall review as part of <br />the building permit process, in addition to the requirements set forth in this Chapter, the subject <br />property's location on drawings provided by the person who is applying for a required permit <br />which depict the proposed construction utilizing the following maps which may be overlays to <br />the drawings submitted: <br />(1) St. Joseph County Soils Map <br />(2) Maps depicting wetlands <br />(3) Maps depicting floodplains and compliance with § 6 -38 and § 6 -39 of the <br />South Bend Municipal Code <br />(4) Maps depicting drainage basins /watersheds <br />(c) The Building Commissioner, or his/her authorized designee, shall confirm as part of <br />the building permit process, all locations within the city limits which have ground water <br />withdrawals of one -half (1/2) million gallons per day. These areas are considered large ground <br />water withdrawal areas and may include but not be limited to any municipal water supply, mine <br />dewatering, or any business, industry or other activity where such large ground water <br />withdrawals are taking place. Said locations shall be listed by name, locations and date when <br />such large ground water withdrawals began 2 <br />(d) The Building Commissioner, or his/her authorized designee shall review the maps, <br />drawings and documentation provided by the person applying for a required permit in <br />accordance with the following: <br />(1) Documentation showing the outline and dimensions of proposed dwelling(s) <br />in relation to any existing building(s) or structure(s) and the distances between <br />existing and proposed; <br />(2) Whether the proposed construction materials and utility equipment need to be <br />resistant to water damage; <br />(3) Whether the proposed construction methods and practices need to minimize <br />water damage; <br />(4) Whether the proposed construction need to be protected against water <br />damage, <br />(5) Whether the proposed construction is designed or modified and anchored to <br />prevent movement of the proposed dwelling(s)• an d <br />(6) Whether the proposed construction is feasible based on a review of the data <br />standards and regulations being aimed at fostering the health safety and well <br />being of persons and the general public. <br />2 The Indiana Department of Natural Resources (DNR) maintains ground water data going back to 1935. <br />
