S ��s ,, , 6"M Oo- 4- 3 <br />SUBSTITUTE BILL NO. 18 -13 <br />ORDINANCE NO. <br />AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA, AMENDING CHAPTER 6 OF THE SOUTH BEND MUNICIPAL CODE BY <br />THE INCLUSION OF NEW SECTION 6 -6.6 ADDRESSING SOILS AND WATER <br />TABLE REVIEW REQUIRED AS PART OF THE PERMIT PROCESS <br />STATEMENT OF PURPOSE AND INTENT <br />The South Bend Common Council notes that the U.S. Department of Agriculture and the <br />Natural Resources Conservation Service, in cooperation with Purdue University Agricultural <br />Experiment Station and the Indiana Department of Natural Resources, Division of Soil <br />Conservation and State Soil Conservation Board published in 2001 a 690 page Soil Survey of St. <br />Joseph County, Indiana which is available at: <br />http:// www. soildatamart.usda.gov /manuseripts/IN141 /0 /ST Joseph IN pdf <br />The Common Council further notes that this publication contains detailed soil maps which can <br />be used for planning which are the result of detailed fieldwork operations. It was provided to the <br />St. Joseph County Soil and Water Conservation District for their technical use & assistance. <br />The Common Council recognizes that the State of Indiana has a website maintained by <br />the Indiana Department of Natural Resources (DNR) which sets forth ground water data in the <br />State of Indiana since 1935. As noted on that site: http: / /www.in.aov /dnr /water /3482.htm <br />"ground water does not stay in one place. Gravity causes ground water to flow downward and <br />outward. Porosity -the -size and number of void spaces in the formation — determines how much <br />water can be stored in an aquifer. Permeability — the ability of water to move through void <br />spaces — indicates how quickly the water will travel through the aquifer... ground water flows <br />easily through the spaces between loose sand and gravel particles." <br />The Common Council further recognizes that a wealth of detailed information is <br />available to the Building Department which includes but not limited to: <br />• St. Joseph County Soil Information — Soil New Classifications dated June 24, 2010 <br />with this data being available from internal GIS sources <br />• Maps depicting Wetlands <br />• Maps depicting Floodplains <br />• Maps depicting drainage basins /watersheds <br />
