EXHIBIT A

Ms. Lidya Abreha, Project Manager December 17, 2024
Department of Public Works – Division of Engineering
227 West Jefferson Blvd.
South Bend, Indiana 46601

Reference:
West Washington Mid-Block Crossing Project

Dear Ms. Abreha,

Thank you for giving us the opportunity to provide site design services for three locations for West Washington
Mid-Block Crossing Project. From our work this summer on the Greenway Civic Connector, we understand the
critical nature and functional needs of both Washington St. and Laurel St. We also understand this project
involves two (2) major components: full design at the Washington Street crossing and concept design /
budgeting for the Laurel Street corridor. After phone conversations with you and Kara, we have a firm
understanding of the process necessary to successfully bring this project to completion.

The following proposal offers costs for each of those two project components.

Thank you for the opportunity to continue to serve the City of South Bend and the Division of Engineering.
Please contact us with any questions regarding our proposal.

Sincerely,

Jonathon Geels, PLA, FASLA
President, Troyer Group
