12City of South Bend - Madison Lifestyle District Phase I Parking Garage CMc <br />Submitted by: Garmong Construction <br />SCHEDULING > <br />Comprehensive planning, systematic scheduling, and <br />careful monitoring of all elements of the work are <br />essential to satisfying project delivery and budget <br />requirements. Using proven techniques to plan and <br />control all complex project activities to effectively <br />manage the project schedule is one of the hallmarks of <br />a Garmong project. <br />Garmong views scheduling as an interactive <br />process facilitated in collaboration with all project <br />stakeholders. Schedules can only be effectively <br />managed if all parties are collectively assembled <br />to discuss, identify, and commit to project activities <br />and milestones. Utilizing this approach, each project <br />stakeholder owns responsibility for achieving the <br />project schedule objectives. <br />At the onset of every project, the Garmong project <br />manager will initiate the meeting with all project <br />stakeholders. In addition to achieving buy-in from the <br />group, the conference’s primary purpose is to establish <br />a master target project schedule. <br />With the target schedule established, the working <br />schedule is then established using the same initial <br />criteria, then evaluated using the target schedule as the <br />benchmark. Scheduled activities will include resource <br />loadings and cost account information relative to each <br />contractor’s bid package. The target schedule shall <br />never be modified; it is the basis for the original plan <br />and will be used to measure against that plan as the <br />project progresses, serving as control data to evaluate <br />performance as the project progresses. <br />SELF-PERFORMANCE > <br />Garmong’s philosophy on self-performance under a <br />CMc contract focuses on the Owner’s best interest. <br />Typically, Garmong does not play on both sides of the <br />project and will not bid on any of the bid packages. A <br />few reasons drive this philosophy. First, our experience <br />suggests that managing the subcontractor market <br />is likely more advantageous than “competing” with <br />them, creating a more collaborative environment on <br />the project. Clarity of our role with you, the Owner, <br />is also key to a well-delivered project. Indeed, our <br />capacity and talents in construction self-performance <br />are available should the City of South Bend desire our <br />participation or ensure proper coverage on any bid <br />package where the marketplace may not be sufficient. <br />In closing, this would be carefully considered only if <br />the project team and the City of South Bend conclude it <br />is in the project’s best interest. <br />CONTINGENCIES> <br />In projects of similar size and delivery to this project, <br />we would expect to see two types of contingency: <br />Design Contingency and Construction Contingency. <br />Design Contingency would be carried by the City of <br />South Bend and would be used for additions in scope <br />to the project not foreseen during the design phase. <br />Construction Contingency, however, would be held <br />by Garmong and would be used for unforeseen gaps <br />in scope due to unclear details on drawings, minor <br />changes that might be made during construction, etc. <br />Construction contingency can vary as the project <br />goes through the design phase, becoming more <br />narrowed as the design gets more detailed. The level <br />of development at each design phase is critical to the <br />refinement of the contingency amount, and each stage <br />can yield different results depending on the design <br />team involved. <br />At each interval in the design phase, and based on our <br />experience and GMP development of similar projects, <br />we would anticipate the following construction <br />contingency amounts for this project: <br />Schematic Design: 7% - 10% <br />Design Development: 5% - 7% <br />Construction Documents: 3% - 5% <br />PROJECT APPROACH
