After that process, the <br />agreement would be ready to be approved in a public <br />meeting as State Statute requires. <br />PRE-QUALIFYING FIRST TIER <br />SUBCONTRACTORS > <br />Indiana Code 5-32 allows for the prequalification of <br />subcontractors; however, it does not require it as an <br />absolute, meaning we can pick and choose which <br />packages we want to prequalify subcontractors. <br />Prequalification must be a balance of limiting <br />subcontractors to those who possess the desired <br />qualifications versus not being too specific and limiting <br />competitive bidding. There are many reasons to <br />prequalify subcontractors for a particular bid package: <br />safety, quality, ability to provide specific technologies, <br />etc. <br />Take for instance, a concrete package. This type <br />of work can be performed by an abundance of <br />subcontractors that are more than qualified. Therefore, <br />we would not want to limit the competitive nature of <br />pricing this work by precluding anyone from bidding. <br />Safety and quality can be managed from the field as <br />work progresses, and there’s no specific technology <br />that only a particular subcontractor can provide. <br />On the other hand, for a building controls scope <br />of work, we may want to prequalify subcontractors <br />that can provide a specific manufacturer that would <br />connect to an existing system. There are many reasons <br />to prequalify subcontractors; therefore, it will be <br />imperative that we work with the City of South Bend <br />to understand their needs and desired outcomes from <br />each bid package to apply prequalification standards <br />to each bid package correctly. <br />BID COVERAGE > <br />Creating appropriate bid packages is one of the more <br />critical steps in assuring participation and competition <br />in the public bid process. Garmong has refined its <br />process of bid package creation over the years, <br />utilizing vast amounts of bid results and subcontractor <br />feedback to “right-size” each package. Our approach <br />begins with thinking about the project as though we <br />were a bidder. Next, we ask ourselves how busy the <br />market is? Is this work attractive? Are there bidders <br />willing to satisfy the additional requirements of Indiana <br />public bidding statutes? <br />Garmong is well-versed in public bidding laws and <br />the relationship between IC 5-32 and IC 36-1-12. <br />We will tailor the bid packages to promote regional <br />contractor involvement, which will ultimately increase <br />the competitive nature of the bidding process. Our staff <br />is trained to “fill the gaps” in the contract documents <br />by writing detailed scopes of work that avoid overlaps <br />between bid packages. This minimizes change orders <br />later for missed scope items and avoids costly “double <br />buys.” In addition, our detailed scopes of work will <br />eliminate the need to have the design team prepare <br />separate documents for each bid package and afford <br />us the flexibility to work within the State of Indiana’s <br />purchasing guidelines. <br />After the bidding process has concluded, and with <br />the consent of the City of South Bend, the apparent <br />low and responsible bidders are invited in for post- <br />bid review meetings. The purpose of the conference <br />is to review the project in detail with each selected <br />firm to ensure that they have all of the work covered; <br />the schedule is accounted for; all work rules and <br />local ordinances are recognized, and to assess if the <br />bidder’s price warrants the use of a performance and <br />payment bond. Each scope of work will undergo this <br />type of detailed scrutiny to satisfy all stakeholders <br />of the apparent low bidder’s capacity to fulfill the <br />requirements of the contract documents.
