9City of South Bend - Madison Lifestyle District Phase I Parking Garage CMc <br />Submitted by: Garmong Construction <br />Garmong’s philosophy on construction management <br />is simple, “No Surprises.” Our Project Team will use <br />the preconstruction period for discovery and problem <br />solving while focusing on reducing the risks associated <br />with design, budget, and schedule. Garmong’s efforts <br />will also include collaborating with the Project Team <br />to produce a complete and thorough understanding of <br />the entire project, including sequencing, construction <br />means and methods, and the specific requirements <br />each Project Team member is expected to fulfill at <br />every stage of construction. During this period, <br />the opportunity for cost efficiencies and project <br />coordination is the greatest. <br />ESTIMATING > <br />Cost estimating and cost control will be continuous <br />throughout the design process. Our team is prepared <br />to begin preconstruction and fully immerse ourselves <br />in your project. Our team will utilize relevant historical <br />cost data, industry-leading estimating and takeoff <br />software, and subcontractor partnerships to prepare <br />accurate cost estimates. Estimates will be produced at <br />each design phase (schematic, design development, <br />and ultimately the GMP) to ensure that the team <br />understands the project scope and cost at each <br />milestone. Ongoing estimates of design alternates and <br />variations will help the group explore the most cost- <br />effective design/construction solutions. <br />Preconstruction cost control is managed through <br />clear communication with the City of South Bend <br />and the architect team to clearly define the scope <br />of work included in the budget estimate, the <br />preliminary estimates’ assumptions, and control <br />design creep. Garmong will not take a passive role <br />in preconstruction; we will be active team members at <br />every design meeting to keep the City of South Bend, <br />and the architect educated on cost implications as <br />decisions are made. <br />VALUE MANAGEMENT > <br />Value Engineering (VE) options will be recommended <br />for the City of South Bend’s consideration at each <br />cost-estimating milestone described above. Garmong <br />drives value into your project through critical thinking <br />and applying our expertise as builders and not just <br />Construction Managers. <br />After the award of the project to the successful <br />subcontractors, Garmong will solicit voluntary VE <br />ideas for the Design Team and the City of South Bend’s <br />consideration. Let us be very clear, this round of VE is <br />not to get the project into the budget. This round of VE <br />is to drive the project under budget further! This final <br />round of VE has been fruitful on past projects providing <br />our clients with the total value of the CM process <br />without compromising the design intent or performance <br />of the building. Each VE item will be vetted against <br />the following criteria: material availability, speed <br />of construction, life cycle cost considerations, <br />sustainability, and construction cost. <br />NEGOITIATING FINAL CMc CONTRACT > <br />Garmong recommends utilizing the AIA A133 <br />Construction Management Agreement between Owner <br />and Constructor as the form agreement for this project. <br />We can provide the initial draft of the document with <br />an additions and deletions summary for the City’s <br />review. After South Bend has had the opportunity to <br />compile comments, we recommend holding a meeting <br />to review each item and either accept or clarify each <br />section of the document.
