24THE CITY OF SOUTH BEND, INDIANA | MADISON LIFESTYLE DISTRICT - PHASE I PARKING GARAGE <br />DIVERSE & LOCAL SUBCONTRACTORS: <br />The Wilhelm team is committed to meeting the diversity goals established for this project. Working in the Indianapolis <br />community for 10 decades has allowed our team to establish relationships with several diverse firms as well as the organizations <br />that support diversity in the construction industry. We regularly contract with XBE companies even when there are no <br />requirements from owners, and use this opportunity to foster and mentor those businesses. In 2023, we spent $188M with 143 <br />diverse companies. We also maintain a formal Mentor/Mentee process with a variety of diverse companies. <br />Beginning with preconstruction, and through project development and the procurement process, our team will engage in a <br />Project Specific Diversity Participation Plan and develop a bid strategy specifically for the Heart and Vascular Hospital that <br />will promote success for the diverse community. This strategy will include sizing scopes of work appropriately to engage and <br />encourage the diverse subcontractor and supplier community to participate and be successful on bid day. <br />Given the size of this project, this is a significant opportunity for XBE and local subcontractors to be involved. To maximize <br />participation and interest for subcontractors and suppliers, we would hold several information sessions about the project (in- <br />person and virtual) to inform vendors about the upcoming opportunity and to discuss their capabilities on the project. These <br />meetings will be advertised in the local newspaper, social media, and other diverse organizations (ICR, Mid-States, etc.). <br />Additionally, we will work with any local agencies who support diversity initiatives and workforce development. Through these <br />meetings, we can understand the capabilities of each vendor and tailor bid packages to maximize their involvement. <br />During GMP development, we would once again publicly advertise the project and the bid packages developed through early <br />diverse vendor input. While these packages are initially developed, we would continue to receive input from vendors during the <br />bidding process to “right-size” the work. Once pricing is received, we will summarize and level the scopes of work to ensure a <br />comparable scope from all vendors. This information will be presented to and reviewed with The City of South Bend and the <br />design team. <br />During this process, we will gladly modify our subcontracting plan through discussions with The City of South Bend. Once these <br />local and diverse subcontractors are involved, the Wilhelm team will be responsible for the overall management of their work. <br />However, we will also serve as a resource to ensure their success on this project and develop a strong working relationship <br />that we can carry to other projects.
