The motion carried. <br />BILL NO. 91 -93 A BILL MAKING TECHNICAL CORRECTIONS TO ORDINANCE NO. 8396 -93 <br />FIXING MAXIMUM SALARIES AND WAGES OF APPOINTED OFFICERS AND NON - <br />BARGAINING EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, FOR THE <br />CALENDAR YEARS 1994 AND 1995. <br />This being the time heretofore set for public hearing on the above bill proponents <br />and opponents were given an opportunity to be heard. Kevin Horton, City Controller, <br />made the presentation for the bill. He indicated this bill removes four part -time <br />positions that are not in the salary ordinance. He indicated they would like to able <br />to post part -time jobs, when these employees are in place and during the summer <br />months. Tom Brademas, 425 N. Michigan, indicated there is a law in the State that <br />relates to able bodied people who are receiving help from the government, that they <br />are required to make themselves available a minimum of 20 hours a week for public <br />service. He indicated some of these people might make decent employees for the City. <br />Council Member Luecke made a motion to accept the substitute bill on file with the <br />City Clerk, seconded by Council Member Coleman. The motion carried. Council Member <br />Puzzello made a motion to recommend this bill to the Council favorable, as amended, <br />seconded by Council Member Kelly. The motion carried. <br />BILL NO. 97 -93 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />APPROVING A LEASE FOR CERTAIN PUBLIC IMPROVEMENTS BETWEEN THE <br />SOUTH BEND REDEVELOPMENT AUTHORITY AND THE SOUTH BEND <br />REDEVELOPMENT COMMISSION. <br />This being the time heretofore set for public hearing on the above bill proponents <br />and opponents were given an opportunity to be heard. Council Member Kelly reported <br />that the Economic Development Committee had met on this bill and recommended it to <br />the Council favorable. Mayor Joseph Kernan made the presentation for the bill. He <br />indicated this bill approves the form of lease for the Hall of Fame and Century <br />Center. He indicated the bonds cannot be issued without the approval of the Council. <br />Thomas Brademas, President of the Hotel /Motel Tax Board, asked the Council to amend <br />this bill to prohibit the issuing of the bonds until there are firm commitments from <br />corporations to underwrite the $14 million; and to exclude Century Center since the <br />improvements needed should be done in the near future and the Hotel /Motel Tax board <br />can underwrite a bond issue covering improvements. The motion carried. <br />BILL NO. 98 -93 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />APPROPRIATING NINETY -NINE THOUSAND TWO HUNDRED DOLLARS <br />($99,200.00) FROM THE CITY OF SOUTH BEND GENERAL FUND. <br />This being the time heretofore set for public hearing on the above bill proponents <br />and opponents were given an opportunity to be heard. Council Member Puzzello <br />reported that the Personnel and Finance Committee had met on this bill and <br />recommended it to the Council favorable. Kevin Horton, City Controller, made the <br />presentation for the bill. He indicated that in 1985 the City entered into a land <br />contract for the purchase of this property. He indicated interest 8% is being paid <br />on the remaining balance, and this appropriation would allow us to payoff this <br />contract without penalty. He indicated the Auditor's office said property taxes must <br />be paid because of the land contract, therefore, prepaying this contract with relieve <br />the City of the property tax burden. Council Member Puzzello mae a motion to accept <br />the substitute bill on file with the City Clerk, seconded by Council Member Luecke. <br />The motion carried. Council Member Coleman made a motion to recommend this bill to <br />the Council favorable, seconded by Council Member Slavinskas. The motion carried. <br />BILL N0. 99 -93 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND <br />APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF <br />THE DESIGNATED ENTERPRISE FUNDS OF THE CITY OF SOUTH BEND, <br />INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1994, AND <br />ENDING DECEMBER 31, 1994, INCLUDING ALL OUTSTANDING CLAIMS AND <br />OBLIGATIONS, AND FIXING A TIME WHEN THE SAME SHALL TAKE EFFECT. <br />This being the time heretofore set for public hearing on the above bill proponents <br />and opponents were given an opportunity to be heard.
