Life IS On I Schneiders
VElectric
Option A Water Meter Replacement: Methodology and Savings Summary
The following section was included in an earlier report. It is reprinted here for consistency and to provide a full
picture of Year 1 savings.
Savings in this section are also determined by using an "Option A— Partially Measured Retrofit Isolation"
method as described in the International Performance Measurement and Verification Protocol (IPMVP). This
section describes the water meter savings calculations, key parameter measurements that were conducted,
estimated parameters, and how the cost savings were calculated. The water and cost savings for this ECM
determined using this one-time measurement approach will be the annual savings values used for each year
of the Performance Period.
The savings associated with the Water Meter Replacement ECM do not represent an increase in water
consumption directly. Rather, this ECM capitalizes on accurately tracking the usage of water by City of La
Porte customers and allows the correct billing of otherwise foregone water usage
Savings are calculated as the difference in total billed water consumption from the Baseline (pre -project)
conditions and the Performance Period conditions. It is assumed that the actual water consumption
between the two periods is identical but that the new water meters will more accurately capture that usage
and result in additional revenue for the city. Measurements were taken of the water meter accuracy both
before and after the project.
The baseline billed water consumption is simply the water consumption billed each month across all
accounts during the baseline period (September 2016 to August 2017). The actual baseline water
consumption is calculated from the billed water consumption and measured water meter accuracy.
The flow rates in each flow rate category were estimated. The values used in the calculations are shown
below.
