FY 2025-2029 Five-Year Consolidated Plan City of South Bend, IN <br /> CD-6 Public Transportation—Improve and expand public transportation with additional bus routes, <br /> improved bus shelters, increased time schedules, etc. to assist low- and moderate-income persons to <br /> access employment,medical treatment, and essential services. <br /> CD-7 Neighborhood Revitalization—Improve and stabilize neighborhoods in the City by developing <br /> capacity and encouraging the formation and expansion of neighborhood based organizations, and <br /> planning/development under the Neighborhood Revitalization Strategy Area(NRSA)Program. <br /> CD-8 Section 504 — Implement the City Section 504 Plans and bring the public and community <br /> facilities into compliance with the Rehabilitation Act of 1973 and the Americans with Disabilities Act <br /> of 1990. <br /> ECONOMIC DEVELOPMENT PRIORITY - ED <br /> The local economy in the County has been expanding with new development occurring in the Western <br /> Portion. However,this growth requires a skilled and trained workforce. This has created a need for <br /> job training, workforce development, and services to meet the employment needs of these new <br /> companies. <br /> The following goals are presented to address the priority need for economic development: <br /> ED-1 Employment—Encourage and support new job opportunities through job creation,job retention, <br /> job training, workforce development, and educational programs to address the need for a well-trained <br /> labor force. <br /> ED-2 Financial Assistance—Support new development of business and industry through expansion, <br /> new development, capital equipment purchases, etc. to be funded with federal programs including the <br /> Section 108 Loan Guarantee Program. <br /> ED-3 Incentives—Support local, state, and federal tax breaks, tax credits, land development bonuses, <br /> and planning initiatives to promote new development and expansion of business and industry. <br /> ADMINISTRATION & PLANNING - AP <br /> There is a continuing need to provide administration, management,and sound planning to executive <br /> grants and loan programs by the City. <br /> The following goals are presented to address the priority needs for sound administration and planning: <br /> AP-1 General Administration — Continue to provide experienced management and oversight to <br /> maintain efficient and effective administration of local, state, and federal grant and loan programs. <br /> OMB Control No:2506-0117(exp.07/31/2025) 125 <br />
