FY 2025-2029 Five-Year Consolidated Plan City of South Bend, IN <br /> SN-1 Housing—Increase the number of decent, safe, sound, sanitary, accessible and affordable units <br /> that is available and accessible to all sectors of special needs populations. <br /> SN-2 Accessibility — Promote and assist in making accessibility improvements to existing housing <br /> units, including making reasonable accommodations for the physically disabled so they can remain in <br /> their housing accommodations. <br /> SN-3 Social Services — Promote and support social service programs and facilities that address the <br /> special needs population. <br /> SN-4 Removal of Architectural Barriers—Remove architectural barriers which restrict the mobility <br /> and access to public facilities and services for persons with physical disabilities. <br /> SN-5 Transportation — Improve and expand the access to transportation services for the elderly, <br /> persons with disabilities,and persons with other special needs. <br /> COMMUNITY DEVELOPMENT PRIORITY - CD <br /> The infrastructure, community facilities, building conditions, and public services are being strained <br /> by the County's population growth, increase demand for services and the age of the infrastructure, <br /> buildings, and facilities. There is a need to improve, preserve, and develop public facilities and <br /> infrastructure to support the population growth in the County. <br /> The following goals are presented to address this priority need: <br /> CD-1 Infrastructure - Improve and upgrade the City's infrastructure through rehabilitation, <br /> reconstruction,and new construction of streets,curbs,walks,ADA ramps,retaining walls, sewer lines, <br /> service lines,bridges, flood control, storm water management and sustainability. <br /> CD-2 Community Facilities — Improve, upgrade, and expand the City's public and community <br /> facilities including parks, playgrounds, recreational facilities, libraries, public buildings, etc. to meet <br /> the needs of the growing population. <br /> CD-3 Public Services—Improve,expand,and create public service programs including social,welfare, <br /> health and nutrition programs to meet the needs of the low-and moderate-income persons in the City. <br /> CD-4 Clearance and Demolition—Remove slum and blighting conditions through the demolition and <br /> clearance of vacant buildings that are economically infeasible for rehabilitation, and sites that pose a <br /> threat to the health, safety,and welfare of the public. <br /> CD-5 Public Safety—Improve and expand fire protection,emergency health and management services, <br /> crime prevention,etc. to better serve and protect the residents of the Cities. <br /> OMB Control No:2506-0117(exp.07/31/2025) 124 <br />
