FY 2025-2029 Five-Year Consolidated Plan City of South Bend, IN <br /> According to 2018-2022 ACS Data, the majority of housing units in St. Joseph County and the City of <br /> South Bend were built prior to 1980. A total of 76,462 housing units in the County and a total of 37,006 <br /> housing units in the City were built before 1980.This places the majority of households at risk of exposure <br /> to lead paint.According to the Indiana Department of Health's 2023 Childhood Lead Surveillance Report, <br /> 181 children,or 5.3%of all tested,tested positive for Elevated Blood Lead Levels.The Indiana Department <br /> of Health operates a Lead Risk Assessment Map which identifies Census Tracts with large percentages of <br /> housing units built before 1978. In South Bend,there are several Census Tracts which have the highest risk <br /> of lead exposure due to the percentage of older housing stock. The following are identified as the highest <br /> risk: Census Tract 17, Census Tract 07, Census Tract 06, Census Tract 29, Census Tract 30, Census Tract <br /> 27, Census Tract 22, Census Tract 21, and Census Tract 19. All but Census Tract 7 are majority low- and <br /> moderate-income. <br /> Discussion <br /> There is a need to provide funding to rehabilitate owner-occupied and renter-occupied housing units in St. <br /> Joseph County and the City of South Bend.There continues to be a need to address and reduce lead <br /> exposure risk in the City and County. <br /> OMB Control No:2506-0117(exp.07/31/2025) 100 <br />
