REGULAR MEETING DECEMBER 23,1996 Be it remembered that the Common Council of the.City of South Bend met in the Council Chambers of the County -City Building on Monday, December 23, 1996, at 7:00 p.m. The meeting was called to order and the Pledge to the Flag was given. ROLL CALL Present: Council Members Luecke, Pfeifer, Kelly, Broden, Varner, Zakrzewski, Coleman, Hosinski Sniadecki Absent: None REPORT FROM THE SUB - COMMITTEE ON MINUTES To the Common Council of the City of South Bend: The sub - committee has inspected the minutes of the December 9, 1997, meeting of the Council and found them correct. Therefore, we recommend the same be approved. Council Member Coleman made a December 9, 1996 be accepted Council Member Hosinski. The SPECIAL BUSINESS /s/ Roland Kelly /s/ David Varner motion that the minutes of the and placed on file, seconded by motion carried. Council President Kelly announced the reorganization meeting of the Council will be January 6, at 5:00 p.m. Council Member Coleman reported that the Community and Economic Development Committee had interviewed prospective members for the Redevelopment Commission. He made a motion to reappoint Robert Hunt, and to appoint Eugenia Schwartz, for a one year term, seconded by Council Member Zakrzewski. The motion carried. RESOLUTION NO. 2429 -96 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, COMMENDING JOSEPH E. KERNAN FOR HIS NINE (9) YEARS OF DEDICATED SERVICE AND - LEADERSHIP AS MAYOR OF THE CITY OF SOUTH BEND, INDIANA Whereas, the South Bend Common Council proudly acknowledges that Joseph E. Kernan has served as Mayor of our fine City for the past nine years; and Whereas, the Council acknowledges that as the Lieutenant Governor -elect for the State of Indiana, Mayor Joe will head the state's economic development efforts and will seek to foster a state that is "safe, attractive, vibrant, inexpensive, strong, fun, stable and healthy ", like the goals he established for the City of South Bend in his State of the City Address to the Council; and Whereas, Mayor Kernan was the first South Bend Mayor to ever win a third four -year term in our City's history, reflecting the popularity and the support of the many programs he and his very able staff have fostered by placing the City on an aggressive mission of being recognized as a model city by the year 2000; and Whereas, some of his many achievements and accomplishments include: the Sister City Program with Czestochowa, Poland; Mayor's Night Out and Mayor's Night In Programs; the Good Neighbors /Good Neighborhoods initiative as well as the multitude of neighborhood programs and revitalized economic commitment to enhance and improve neighborhood activities; stabilizing the
