Exhibit A- Engineer's Services <br />Understanding of the Assignment <br />It is the understanding of McCormick Engineering, LLC (MCCORMICK) that the City has observed chronic <br />flooding conditions along the northwest corner of the intersection of Harrow Drive and Hampshire Drive. <br />At a second site, the City requires on -call support services related to improvements to the existing Calvert <br />Basin in response to potential redevelopment or expansion of areas including and adjacent to the local <br />ethanol plant. At a third site, the vicinity of Pershing Street and Huey Street drains poorly to an existing <br />separated sewer. The City desires to develop up to three Prime construction contracts to improve the <br />drainage at these three locations. The first Prime contract (Harrow Drive Contract) is anticipated to <br />improve the local drainage by extension of existing stormwater infrastructure to the site. The second <br />Prime contract (Calvert Basin Contract) will provide as -needed services related to discharges and <br />detention volumes in response development requests to the City to the existing basin. Improvements <br />might include improvements to the outlet from the noted facility and by possibly dredging the noted <br />facility; lowering the normal pool level in the facility to provide additional effective detention volume; <br />excavation of adjacent areas within the basin footprint to provide additional detention volume. The third <br />Prime contract (Pershing Street Contract) will study potential infrastructure improvements to improve <br />drainage in the greater vicinity of Pershing Street and Huey Street with a potential combination of <br />proposed infiltration features and tie ins to an existing storm sewer near Brookfield Street and Pershing <br />Street. The general locations of the sites are shown in Figures 1-3. <br />Scope of Services <br />Study and Report Phase - (All Prime Construction Contracts) <br />MCCORMICK will perform the following tasks in order to complete the noted work: <br />• Perform drainage calculations related to the peak rates and volumes of runoff contributing to <br />the chronic standing runoff that remains in the ditch site after storm events. Perform similar <br />calculations at the second detention facility site to quantify the frequency and nature of <br />overtopping. <br />• Provide a topographic survey of the Harrow Drive site via subconsultant in anticipation of work <br />outlined in design phases below <br />• Prepare an exhibit that indicates the general locations of proposed improvements, based on <br />topographic survey (Harrow Drive site) or GIS LiDAR (Calvert Basin and Pershing Street sites) to <br />be performed as part of the work. <br />• Notify the City if project elements appear to require Right -of -Entry to perform the Work. <br />• Respond to comments or suggestions from the City on the extent of proposed Work. <br />2025 Storm water On -Call Services Project - Scope of Services <br />Page 13 of 14 <br />(Exhibit A- Engineer's Services) <br />
