CITY OF SOUTH BEND OFFICE OF THE CITY CLERK <br /> Committee Chair Niezgodski motioned to accept the Third Substitute Bill No. 60-24, which was <br /> seconded by Committee Member Tomas Morgan and carried by a vote of six (6) ayes, with one <br /> (1) committee member absent. <br /> Committee Chair Sheila Niezgodski -Aye Committee Vice Chair Troy Warner—Aye <br /> Committee Member Canneth Lee -Aye Committee Member Rachel Tomas Morgan—Aye <br /> Committee Member Karen L. White -Aye Citizen Member Ross Deal -Aye <br /> Citizen Member Angela Smith-Absent <br /> Kyle Willis, City Controller on the 12th floor of the County-City building, stated that this <br /> proposal includes a three percent (3%) salary increase and a two-thousand-dollar($2,000) <br /> residency bonus for all non-bargaining employees for 2025. <br /> Committee Member Tomas Morgan sought clarification on the new positions being hired as <br /> NFTs. <br /> Kyle Willis responded that the positions already exist; they are simply being filled under the new <br /> title. <br /> Committee Member Tomas Morgan also inquired about the title nomenclature, specifically the <br /> distinction between "chief' and "director." <br /> Kyle Willis clarified that "chief' is specific to the Venues, Parks, and Arts Department. <br /> Committee <br /> Committee Member Tomas Morgan noted that she has only observed this distinction in the <br /> Information and Technology Department and suggested that further discussion is necessary to <br /> clarify the definitive roles. <br /> Kyle Willis acknowledged the confusion and expressed his interest in further discussions to <br /> establish clear title definitions for all departments. <br /> Committee Chair Niezgodski sought clarification on which highlighted positions in the <br /> presentation would be eliminated. <br /> Kyle Willis confirmed that the positions highlighted in grey would be removed. <br /> Committee Chair Niezgodski held the public hearing, and nobody spoke. <br /> Committee Member Tomas Morgan motioned to send Third Substitute Bill No. 60-24 to the <br /> Committee of the Whole with a favorable recommendation which was seconded by Committee <br /> Member Lee and carried by a vote of six (6) ayes, with one(1) committee member absent. <br /> Committee Chair Sheila Niezgodski -Aye Committee Vice Chair Troy Warner—Aye <br /> Committee Member Canneth Lee -Aye Committee Member Rachel Tomas Morgan—Aye <br /> Committee Member Karen L.
