PARENT, Mayor <br />COUNTY -CITY BUILDING <br />Members of the Common Council <br />4th Floor, County -City Building <br />South Bend, IN 46601 <br />Dear Council Members: <br />SOUTH BEND, INDIANA 46601 <br />AREA 219 284 -9261 <br />June 7, 1983 <br />Re: Volunteer Coordinator <br />During the past several months, the City has been working with <br />the Junior League of South Bend, Inc., in analyzing government <br />services in an attempt to determine whether or not there is. a place <br />for volunteer service within the governmental structure and how such <br />services could best be utilized. The results of our efforts have <br />indicated that there is, indeed, a need for and a place for volun- <br />teers within City government. Through the use of volunteers the <br />City will be able to provide services which would otherwise be <br />eliminated or curtailed because of budgetary constraints, and at <br />the same time give citizens an opportunity to contribute to the <br />general welfare of our community while learning first hand how the <br />City government operates. <br />In order to take advantage of the volunteer labor force within <br />the community it will be necessary to establish a position of <br />Volunteer Coordinator. The Volunteer Coordinator will be responsible <br />for the recruitment, organization, training and placement of volunteers <br />in various departments within the City. In addition, the coordinator <br />will work with the Junior League in raising funds and seeking grants <br />for the project as well as in monitoring, evaluating and improving <br />the program as it develops. <br />The Junior League will be furnishing $3,000.00 annually toward <br />the salary of the Volunteer Coordinator, with the balance of the <br />salary coming out of revenue sharing funds. <br />The attached ordinances create the position of Volunteer Coor- <br />dinator, establish a separate Volunteer Program fund, appropriate <br />money from that fund, and authorize the appropriation of the revenue <br />sharing funds.
