PARENT, Mayor COUNTY -CITY BUILDING Members of the Common Council 4th Floor, County -City Building South Bend, IN 46601 Dear Council Members: SOUTH BEND, INDIANA 46601 AREA 219 284 -9261 June 7, 1983 Re: Volunteer Coordinator During the past several months, the City has been working with the Junior League of South Bend, Inc., in analyzing government services in an attempt to determine whether or not there is. a place for volunteer service within the governmental structure and how such services could best be utilized. The results of our efforts have indicated that there is, indeed, a need for and a place for volun- teers within City government. Through the use of volunteers the City will be able to provide services which would otherwise be eliminated or curtailed because of budgetary constraints, and at the same time give citizens an opportunity to contribute to the general welfare of our community while learning first hand how the City government operates. In order to take advantage of the volunteer labor force within the community it will be necessary to establish a position of Volunteer Coordinator. The Volunteer Coordinator will be responsible for the recruitment, organization, training and placement of volunteers in various departments within the City. In addition, the coordinator will work with the Junior League in raising funds and seeking grants for the project as well as in monitoring, evaluating and improving the program as it develops. The Junior League will be furnishing $3,000.00 annually toward the salary of the Volunteer Coordinator, with the balance of the salary coming out of revenue sharing funds. The attached ordinances create the position of Volunteer Coor- dinator, establish a separate Volunteer Program fund, appropriate money from that fund, and authorize the appropriation of the revenue sharing funds.
