ORDINANCE NO. 7196 -83 <br />AN ORDINANCE ESTABLISHING THE VOLUNTEER <br />PROGRAM FUND. <br />STATEMENT OF PURPOSE AND INTENT <br />It is beneficial for the City of South Bend to utilize a <br />Volunteer Program within the various departments. Volunteers <br />will provide additional expertise and efficiency where limited <br />funds do not allow the city to acquire these services. <br />A separate non - reverting fund is needed in order for the City <br />to accept grants, and donations for the Volunteer Program, and <br />to make expenditures for related costs of the program. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE <br />CITY OF SOUTH BEND, INDIANA: <br />SECTION I. That a non - reverting fund be established to be <br />known as the Volunteer Program Fund. The fund may receive monies <br />from grants, donations, or any other monies given to the City <br />that may be used for volunteers. Monies may be expended from <br />the fund for any costs related to or incidental to the use of <br />volunteers by the City. <br />SECTION II. Semi - annual Financial Report Required. <br />(a) The Department of Administration and Finance shall submit <br />to the Common Council of the City of South Bend, a financial state- <br />ment of the affairs of this fund on a semi - annual basis, which <br />statement shall show receipts for the period as well as expenditures. <br />(b) The financial statements shall be filed with the City <br />Clerk on December 31 and June 30 of each calendar year, and shall <br />cover the period six (6) months prior to said dates. <br />SECTION III.
