BILL NO. <br />ORDINANCE NO. Z/22�_&3 <br />AN ORDINANCE APPROPRIATING $20,500.00 FROM COMMUNITY <br />DEVELOPMENT BLOCK GRANT FUNDS FOR THE PURPOSE OF <br />CONDUCTING A NEIGHBORHOOD PAINT -UP PROGRAM TO BE <br />ADMINISTERED THROUGH THE DIVISION OF COMMUNITY <br />DEVELOPMENT. <br />STATEMENT OF PURPOSE AND INTENT: <br />The City of South Bend, in creative and affirmative partnership with <br />city residents, private enterprise, and the Federal Government, is committed <br />to the national housing goal of "a decent home and a suitable living environment" <br />for all persons. In attempting to achieve this goal, the City has developed <br />programs to financially assist low -and moderate - income persons in their effort <br />to acquire and /or maintain safe, adequate, and affordable housing through the <br />provision of services, loans, and /or grants. In this context, the Neighborhood <br />Paint -Up Program is a self -help program which will facilitate quick, highly- visible <br />cosmetic improvements to the exteriors of residential units. <br />NOW, THEREFORE, BE IT ORDAINED, by the Common Council of the <br />City of South Bend, Indiana: <br />SECTION I.
