BILL NO. ORDINANCE NO. Z/22�_&3 AN ORDINANCE APPROPRIATING $20,500.00 FROM COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR THE PURPOSE OF CONDUCTING A NEIGHBORHOOD PAINT -UP PROGRAM TO BE ADMINISTERED THROUGH THE DIVISION OF COMMUNITY DEVELOPMENT. STATEMENT OF PURPOSE AND INTENT: The City of South Bend, in creative and affirmative partnership with city residents, private enterprise, and the Federal Government, is committed to the national housing goal of "a decent home and a suitable living environment" for all persons. In attempting to achieve this goal, the City has developed programs to financially assist low -and moderate - income persons in their effort to acquire and /or maintain safe, adequate, and affordable housing through the provision of services, loans, and /or grants. In this context, the Neighborhood Paint -Up Program is a self -help program which will facilitate quick, highly- visible cosmetic improvements to the exteriors of residential units. NOW, THEREFORE, BE IT ORDAINED, by the Common Council of the City of South Bend, Indiana: SECTION I. The sum of $20,500.00 is hereby appropriated for the program year beginning April 1, 1983 from the Community Development Block Grant Fund.
