REGULAR MEETING OCTOBER 27,1997 <br />to be heard. Council Member Hosinski reported that the Zoning <br />and Annexation Committee had met on this bill and recommended it <br />to the Council favorable. John Byorni, Area Plan, reported that <br />the petitioners were requesting a rezoning from "A" residential <br />to 110" Office. He indicated that the Commission recommended that <br />for phase two of the project the proposed building would be moved <br />to the front of the property, with parking in the rear, the plan <br />submitted had the building at the rear and parking in the front. <br />He advised it was the Commission's opinion that "0" Office zoning <br />would act as a buffer between the commercial properties and <br />residential properties. Mike Danch, Peirce and Associates, made <br />the presentation for the bill. He advised this project was a two <br />phase development using the existing house. He reported the <br />owner is almost ready for the second phase of the development, <br />with the building setting on the back portion of the property. <br />Paula Auburn, 1614 Oak Park Dr., Indicated that the neighbor <br />would prefer that building to be in front with the parking in the <br />rear. Council Member Broden made a motion to stipulate there be <br />natural screening and the premises be on the northern part of the <br />property and the parking on the southern part of the lot, and the <br />lighting in the parking lot be contained, seconded by Council <br />Member Hosinski. The motion carried. <br />BILL NO. 91 -97 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, SETTING THE ANNUAL SALARIES FOR THE <br />MAYOR AND FOR THE CITY CLERK FOR CALENDAR YEAR <br />1998 <br />This being the time heretofore set for public hearing on the <br />above bill, proponents and opponents were given an opportunity to <br />be heard. Council Member Coleman reported that the Personnel and <br />Finance Committee had met on this bill and recommended it to the <br />Council favorable. Tom Skarbek, director of budgeting, made the <br />presentation for the bill. He reported this will sets the 1998 <br />salary for the mayor and the city clerk. Council Member <br />Aranowski made a motion to recommend this bill to the Council <br />favorable, seconded by Council Member Broden. The motion <br />carried. <br />BILL NO. 97 -97 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, APPROPRIATING $99,914 FROM THE <br />PROJECT RELEAF FUND <br />This being the time heretofore set for public hearing on the <br />above bill, proponents and opponents were given an opportunity to <br />be heard. Council Member Coleman reported that the Personnel and <br />Finance Committee had met on this bill and recommended it to the <br />Council favorable. Carl Littrell, Acting director of Public <br />Works, made the presentation for the bill. He indicated <br />appropriation would be used to pay the expenses for the 1997 leaf <br />pickup. He advised since we can no longer burn leaves in the <br />City, we charge our customers eighteen cents a month on their <br />water bill for this service. Council Member Kelly made a motion <br />to recommend this bill to the Council favorable, seconded by <br />Council Member Varner. The motion carried. <br />Council Member Hosinski made a motion to rise and report to the <br />Council, seconded by Council Member Varner.
