REGULAR MEETING <br />OCTOBER 27,1997 <br />Be it remembered that the Common Council of the City of South <br />Bend met in the Council Chambers of the County -City Building on <br />Monday, October 27, 1997, at 7:00 p.m. The meeting was called to <br />order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Aranowski, <br />Pfeifer, Kelly, Broden, <br />Varner, Ujdak, Coleman, <br />Hosinski and Sniadecki <br />Absent: None <br />Minute approval is under unfinished business. <br />Council Member Coleman made a motion to resolve into the <br />Committee of the Whole, seconded by Council Member Hosinski. The <br />motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South <br />Bend met in the Committee of the Whole at 7:03 p.m. with nine <br />members present. Chairman Coleman presiding. <br />BILL NO. 96 -97 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: <br />THE STREET TO BE VACATED IS TUTT STREET FROM THE <br />WEST RIGHT -OF -WAY OF SOUTH MICHIGAN STREET TO THE <br />EAST RIGHT -OF -WAY OF THE FIRST NORTH -SOUTH ALLEY <br />WEST OF SOUTH MICHIGAN STREET FOR A DISTANCE OF <br />APPROXIMATELY 103 FEET AND A WIDTH OF 50 FEET. <br />PART LOCATED IN GARST'S 1ST ADDITION TO THE CITY <br />OF SOUTH BEND, ST. JOSEPH COUNTY, INDIANA <br />This being the time heretofore set for public hearing on the <br />above bill, proponents and opponents were given an opportunity to <br />be heard. Richard Nussbaum, City Attorney, indicated this <br />vacation would be for the Homeless Shelter, which is nationally <br />recognized as a model center. He reported that this vacation <br />would allow them to continue to fulfill their mission. Drew <br />Buscareno, development director for the center, made the <br />presentation for the bill. He indicated they were requesting the <br />vacation of Tutt Street in order to enlarge the center so there <br />are more facilities for families. He reported they will move <br />their service facilities, which will give them an opportunity to <br />meet the increased demand. Stanley Blenke, executive vice <br />president of Schafer Gear, reported they have a fair amount of <br />truck traffic and with the closing of that portion of Tutt they <br />will have to go to South Street, and return on Main, and we will <br />have to remove three parking spaces for the trucks to reach the <br />docks. He asked that the Center consider the possibility of <br />vacating the alley that runs past the DeCocker Building. Art <br />Linen, 755 S. Michigan, spoke against this vacation. He reported <br />that the Center is already using the parking places in front of <br />his business, and the closing of Tutt will only add to the <br />existing problem. He asked that this bill be continued for six <br />months, so the parking situation can be addressed. Mr. Buscareno <br />indicated the Center is going to create a parking lot on the <br />south side of Sample next to the Victory Bar. After discussion, <br />Mr. Buscareno requested that this bill be continued until the <br />November 24 meeting of the Council. Council Member Kelly made a <br />motion to continue the bill, seconded by Council Member Hosinski. <br />The motion carried. <br />BILL NO. 79 -97 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY <br />LOCATED AT 1710 EDISON ROAD IN THE CITY OF SOUTH <br />BEND, INDIANA <br />This being the time heretofore set for public hearing on the <br />above bill, proponents and opponents were given an opportunity <br />
