REGULAR MEETING MAY 12, 1997 <br />This being the time heretofore set for public hearing on the <br />above bill, proponents and opponents were given an opportunity to <br />be heard. Council Member Hosinski reported that the Zoning and <br />Vacation Committee had met on this bill and recommended it to the <br />Council favorable. Council Member Pfeifer made a motion to <br />accept the substitute bill on file with the City Clerk, seconded <br />by Council Member Hosinski. The motion carried. John Byorni, <br />Area Plan, reported the petitioners were requesting a change of <br />zoning to "0" Office, in order to use the existing structure as <br />an office. He advised the Area Plan Commission recommends this <br />to the Council favorable. Bernard Feeney, land surveyor, made <br />the presentation for the bill. He indicated this home is located <br />at the southwest corner of SR 23 and Maplelane Ave., and will act <br />as a buffer between the "C" commercial and the residential area <br />to the east. He advised that screening will be provided. <br />Council Member Pfeifer made a motion to recommend this bill to <br />the Council, as amended, seconded by Council Member Broden. The <br />motion carried. <br />BILL NO. 27 -97 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY <br />GENERALLY LOCATED BETWEEN ROGERS STREET ON THE <br />NORTH, WASHINGTON STREET ON THE SOUTH, OLIVE <br />STREET ON THE EAST, AND KALEY STREET AND KALEY <br />STREET EXTENDED ON THE WEST, CITY OF SOUTH BEND, <br />INDIANA <br />This being the time heretofore set for public hearing on the <br />above bill, proponents and opponents were given an opportunity to <br />be heard. Council Member Hosinski reported that the Zoning and <br />Vacation Committee had met on this bill and recommended it to the <br />Council favorable. John Byorni, Area Plan, indicated this was an <br />Area Plan initiated petition to "A" Residential to allow the <br />appropriate zoning, as a large portion of the area is single <br />family homes. He indicated that Economic Development wants to <br />make this a residential impact area. Mike Urbanski, owner of <br />Garden Homes, indicated this area on Linden is a stable <br />neighborhood and we feel new construction would improve the area. <br />Lee Cotton, Planning and Neighborhood Development, spoke in favor <br />of this rezoning. Council Member Hosinski made a motion to <br />recommend this bill to the Council favorable, seconded by Council <br />Member Pfeifer. The motion carried. <br />BILL NO. 37 -97 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY <br />GENERALLY LOCATED AT THE NORTHEAST CORNER OF NEW <br />ENERGY DRIVE AND S.R. 23 IN THE CITY OF SOUTH <br />BEND, INDIANA <br />This being the time heretofore set for public hearing on the <br />above bill, proponents and opponents were given an opportunity to <br />be heard. Council Member Hosinski reported that the Zoning and <br />Vacation Committee had met on this bill and recommended it to the <br />Council favorable. John Byorni, Area Plan, reported this was an <br />Area Plan initiated petition to "D" Light Industrial to allow for <br />the appropriate zoning for property annexed into the City. He <br />indicated this property presently is vacant land. He advised <br />that the Area Plan Commission sends this petition with a <br />favorable recommendation. Kurt Young, 50563 Dusty Trails, <br />indicated they planned to purchase this property, and build an <br />office. He advised they would like to develop an industrial park <br />utilizing New Energy Dr. Harry Grzeskowiak, 2606 S. Kaley, spoke <br />against zoning, indicating there is already too many trucks <br />coming into the area and there have been two accidents with <br />school buses. Edgar Kurzhal, 2645 Prairie, spoke against this <br />zoning. Council Member Hosinski made a motion to recommend this <br />bill to the Council favorable, seconded by Council Member Varner. <br />The motion carried. <br />Council Member Hosinski made a motion to rise and report to the <br />Council, seconded by Council Member Varner.
