REGULAR MEETING <br />FEBRUARY 10, 1997 <br />her long and distinguished tenure on the Board of Park <br />Commissioners; and <br />Whereas, under the guidance of Gwen E. Stiver, and <br />especially in the many years in which she served as President of <br />the South Bend Board of Park Commissioners, Gwen E. Stiver helped <br />guide and influence the construction of many Park and Recreation <br />projects, some of which include the East Race Waterway; t he <br />Stanley Coveleski Regional Baseball Stadium; and soon to be open <br />Belleville Softball Complex; the numerous expansions to the <br />Potawatomi Zoo, the development of the Riverwalk system with the <br />extension of the riverwalk to Twyckenham Bridge, the construction <br />of the East Bank Trail, the construction of the Rum Village Annex <br />Mountain Bicycle Trail development, and the countless other <br />projects and program activities; and <br />Whereas, under Gwen E. Stiver's leadership, a successful <br />merger of the Recreation Commission and the Park Department was <br />able to take place in order to create the current Parks and <br />Recreation Department which oversees seveny -one (71) public parks <br />and playgrounds encompassing over 1,343 acres dedicated to park <br />and recreatio <br />n activities; and <br />WHEREAS, Gwen E. Stiver's selfless dedication and commitment <br />to promoting our entire park system, of enhancing activities <br />along the St. Joseph River, of development and improving the <br />forty -seven (47) baseball diamonds, the twenty -five (25) softball <br />diamonds, the two (2) ice rinks, and three (3) recreation center, <br />and of promoting the many other park and recreation activities, <br />have brought smiles and fond memories to thousands of individuals <br />of all ages over the past seventeen (17) years in which Gwen E. <br />Stiver has provided her kind spirit and helpful insights to the <br />citizens of South Bend, Indiana. <br />Now, therefore, Be it Ordained by the Common Council of the <br />City of South Bend, Indiana, as follows: <br />Section I. On behalf of all the citizens of the City of <br />South Bend, Indiana, the Common Council hereby publicly commends <br />GWEN E. STIVER for her seventeen (17) years of dedicated and <br />conscientious service to all of the citizens of South Bend, <br />Indiana, and in particular to the Board of Park Commissioners. <br />Section II. The Common Council is indeed grateful to GWEN <br />E. STIVER for contributing positively to our community through <br />her years of service and by being an avid supporter and user of <br />our park system and especially our municipal golf courses. <br />Section III. The South Bend Common Council wishes GWEN E. <br />STIVER years of continued happiness, and the satisfaction of <br />knowing that because of her efforts and her many contributions <br />over the past seventeen years, that the City of South Bend's park <br />and recreation system is one of the finest in the nation. <br />Section IV.
