Hedman, Executive Director r C1terC SUBJECT: Architectural services in preparing DATE: April 4, 1984 a master plan for the revitalization of the Morris Civic Auditorium Pursuant to the three -phase theater revitalization and development proposal that the Century Center Board of Managers presented to the Common Council in January of this year, authorization under the Non - reverting Improvement Fund of the Morris Civic Auditorium is now being sought for architectural services required for the creation of a master plan. At its regularly scheduled meeting on March 16, the Board established a special committee to study the initial phase of that project and to work with the major users of the Auditorium, the City Attorney's office and the owners of the Palais Royale in defining its parameters. That committee returned to the Board at its meeting on March 30 to report that a proposal for an architectural study to include all projected phases of the theater's development, providing comprehensive preliminary plans and a detailed construction cost estimate, had been requested and received from the Indianapolis architectural firm of Woollen, Molzan and Partners. The Council will, no doubt, recall that an initial study of the Morris Civic Auditorium and the Palais Royale in relation to the then proposed construction of Century Center was compiled by Evans Woollen in July of 1969. As that report, Michiana Place, has provided the conceptual base in the development of the Board's revitalization proposal, and as Mr. Woollen's work on such historic facilities as the Indiana Theater recommends him highly, we are requesting authorization for his architectual services in an amount not to exceed $ 13,000.00. That fee, I might add, is itself deductible from a total percentage fee on the finished architectural work. As the creation of a master plan that includes detailed construction cost estimates is a necessary preliminary step to the establishment of further contractual agreements, the Board of Managers respectfully requests your approval of these fees.
